It is said that action often precedes cognition. For example, wildland fire management personnel already do things in the course of their work that they will later recognize as consistent with the principles of high reliability organizing (HRO), once they know about those principles. In the case of Sequoia and Kings Canyon National Parks (SEKI), the fire management staff, spurred by the tragic death of one of their firefighters, had already embarked on a course of action to improve the safety of their fire and aviation management operations.
