No. The Landscape Network used in the FLoWS and STARS toolsets resides in a personal geodatabase, which ESRI has not supported in ArcGIS 10.x. The most recent versions of the FLoWS and STARS toolsets were developed to be used with ArcGIS version 9.3.1.
