Question

We can can charge annual and sick leave with CFLR projects to CFLR funds, but we cannot charge things like equipment to CFLR funds. Why is this the case when annual leave and sick leave are not implementation?

Answer

Annual and sick leave are part of salary, just as taxes and insurance, and in a broader sense cost pools. All are part of the total cost of implementing a project. If someone wanted to be very specific they could limit leave charges to CFLR funds to the proportion of their time charged to CFLR. We should not be charging weeks of annual or sick leave for a person who has only worked a few pay periods on CFLR projects.
