Energy development can cause deterioration of air quality in high elevation ecosystems. Wilderness lakes are highly sensitive to atmospheric deposition, A NAAQS for ozone should include a separate secondary standard for vegetation. Reproduction of woody plants on reclaimed coal mine lands requires fencing, irrigation, and protection from competing vegetation. Atmospheric deposition at the GLEES is increasing.
