Background
The Hiawatha National Forest published its Notice of Intent to revise its Land and Resource Management Plan (Forest Plan) in September 2003. The draft Forest Plan Revision documents were published in March 2005 and the final documents were released in May 2006.
The Notice of Availability was published in the Federal Register on May 19, 2006. Implementation of the 2006 Forest Plan will begin 30 days after the NOA is published. In addition, a legal notice was published in the Milwaukee Journal Sentinel on May 22, 2006 which launched the beginning of the 90-day appeal period.

This decision is subject to appeal pursuant to the provisions of 36 CFR 217.3. A written notice of appeal must be filed with the Chief of the Forest Service within 90 days of the date that legal notice of this decision appears in the Milwaukee Journal Sentinel.
Any notice of appeal must be fully consistent with 36 CFR 217.9 and include at a minimum:
