to the hotel since the first photo was taken.

This is a high-quality black and white photograph, although
a small section of the immediate foreground is out of focus.
On the back of the photograph are the following hand-written
notations: "On the Wenaha River, Umatilla Forest. A future
recreation ground for Walla Walla, Pendleton and the wheat
region. Vast amount of room here but not developed." This
photograph was included in a 1994 reprint of a 1914 report
prepared by George A Bright describing the results of a reconnaissance
examination of the Wenaha National Forest (see Bright and Powell
1994). Bright did not use this photograph in the report, but
the editor of the 1994 reprint (Powell) included it in an appendix
of additional historical photographs pertaining to the Wenaha
National Forest. [Note: this may be the best known photograph
from the Wenaha National Forest. A cropped version of it (without
the lower, out-of-focus portion) was used on the cover of a
popular book entitled "100 years of federal forestry" (Bergoffen,
William W. 1976. Agriculture Information Bulletin No. 402.
Washington, DC: U.S. Department of Agriculture, Forest Service.
199 p.). The caption used for the cover of that book was "A
forester at work on the Umatilla National Forest, Oregon, in
July 1921. Wenaha River was then far from a road, so this Ranger
had to travel with horse and pack outfit."

Abstract: The quality of this black and
white print is moderate; most of the foreground and background
views are in sharp focus. The caption for this photograph
is "Where Butte Creek comes into the Wenaha River – Umatilla
Forest." Note that Butte Creek and the Wenaha River
merge in the southern part of the Wenaha-Tucannon Wilderness.
This photograph also appeared in a 1994 reprint of George
A. Bright's 1914 report describing an extensive reconnaissance
of the Wenaha National Forest (see figure 4 in the appendix
to Bright 1914, and Bright and Powell 1994, in the history
archives). Bright did not use this photograph in the report,
but the editor of the 1994 reprint (Powell) included it
in an appendix of additional historical photographs pertaining

The far background shows typical mixed-conifer forest in the
Frazier area, with mature or overmature ponderosa pines clearly
distinguished along with pointed-top Douglas-firs.

These are black-and-white photographs of moderate to poor quality;

There is no information available for this accession other
than a typescript label stating "Sheep on Ensign Allotment
June, 1933." One image depicts a small mountain meadow
ringed by mixed-conifer forest – in the far extent of
the meadow (near the timber) is a band of grazing sheep. Another
image depicts basically the same thing, except that it is in
vertical format rather than a horizontal orientation. A third
image is another view of grazing sheep but taken from a slightly
different angle (perspective) than the first two. Note: this
accession also includes the negatives (both negative and prints
are available for each image). The prints and negatives are
stored in archival-quality vinyl pages designed for 3" x
5" prints.

Abstract:
These are black-and-white photographs of moderate to poor quality;
some of the images are in sharp focus, whereas others are not.
There is no information provided for this accession other than
a typescript label stating "Butter Creek Fire August 7,
1939." The photographs depict what is apparently severe
damage from an August wildfire. Although it is not known if
the August 7, 1939 date refers to the fire or when the images
were acquired, it is obvious that the photographs were taken
shortly after the fire was out. The fire burned in a mixed-conifer
forest with a variety of stand types. Some areas are dense
stands with a mix of conifers, while others are fairly open
stands of ponderosa pine. In many instances, it appears that
this fire was a stand-replacement event because few green trees
are in evidence. Stumps are visible in several photographs,
indicating that some portions of the area had been partially
cut prior to the fire. Several images include vehicles or logging
equipment from that era, including primitive crawler tractors
and logging arches. Note: this accession also includes the
negatives. All of the prints and negatives are stored in archival-quality
vinyl pages designed for 3" x 5" prints. Nine of
the negatives do not have prints made; several of those negatives
appear to have useful images and it would be advisable to get
prints made from them at the first opportunity to do so.

Abstract: This is a color photograph of good
quality; it shows a single male fisherman standing in the shallows
at the junction of the north and south forks of the Umatilla
River and fishing with what appears to be a fly rod. A large
basalt face is visible in the background, as are forested streambanks
and forests in the background. The photograph is dated June
16, 1939, and river flows appear to be low for what would be
expected on that date in a typical year. Typewritten annotations
along the top edge of this photograph are "Fisherman at
junction of the north and south forks of Umatilla River."

the focus appears to be sharp, but contrast problems and blotchy
areas are common throughout the image, apparently caused by
deterioration of this print through time. Hand-written annotations
on the back of this photograph are "Godman Springs Forest
Camp – the timber belt has been laid off into summer
home lots surrounding the more open ground – four large
springs quite widely separated but all close to summit of ridge
which here has flattened considerably furnish the water supply.
Country is popular with people from Dayton Washington." A
meadow area is depicted in the foreground and middleground
areas; it looks to have been heavily grazed. The background
shows a dense subalpine stand dominated by Engelmann spruce
and subalpine fir.

This is a black-and-white photograph of high quality; the image
is in sharp focus throughout. The following information is
provided on the card stock to which the image was attached: "23626A
Homesteader's cabin and garden. Land taken under Act of June
11 1906. Wenaha National Forest Washington. Card stock designation:
O, IMPROVEMENTS, Cabin. 23636A Homesteaders cabin and garden,
land, taken under act of June 6, 1909. This photograph shows
a foreground area that had been logged off and was then dominated
by a mix of forbs and grasses, including an occasional false
hellebore plant, indicating that the site was moist and had
been overgrazed. Common yarrow can also be distinguished in
the image. The middleground shows a fenced area near a log
cabin; a horse is grazing right outside the cabin. The background
shows a typical mixed-conifer forest of the northern Blue Mountains,
with an abundance of overmature western larch and occasional
Engelmann spruces and subalpine firs. Lodgepole pine is also
present, including as an understory species in the area with
an old larch overstory. An area in the middle of the background
has obviously been harvested, although the entry was a partial
cut with snags and some green trees left.

Abstract: This is a black-and-white photograph
of high quality; the image is in sharp focus throughout.
This photograph does not include any information as to
the photographer, when and where it was taken, or the subject.
The photograph shows a meadow with a log cabin in the background.
It appears from the number that this photograph may have
been taken by F. W. Cleator. Many of the photographs taken
by Cleator have similiar numbering. If this is the case,
then this photograph was probably acquired about 1930 during
the summer months, and probably depicts an area on the
Walla Walla Ranger District. Most of the foreground and
middleground views are dominated by a moist, subalpine
meadow. It appears that heavy grazing (perhaps by sheep)
has occurred in the past, as evidenced by a dense stand
of false hellebore – a tall, poisonous forb that
increases rapidly with overgrazing. There is a typical
mature subalpine forest in the middleground and background
portions of the photograph, with domination by lodgepole
pine, Engelmann spruce, subalpine fir and western larch.
Several dead trees (snags) can be plainly seen along the
forest/meadow ecotone.

Umatilla National Forest. Locality: Spout Springs near Tollgate,
Oregon. Size: 4" x 3".
Abstract: These photographs were apparently taken
from a small plane as it circled the Spout Springs ski area
during winter. They depict groomed ski runs, ski lifts, buildings,
and other signs of development on the ski area. One image shows
a skier using a run, and there are many other tracks on the
run indicating that it had received heavy use prior to the
photograph being acquired. The images were taken from different
altitudes above the ski area. Most of the images are of high
quality; only one of the prints has areas which are out of
focus. It is unknown what the negative depicts; struts or other
components of the airplane are apparently visible in two corners.
It is possible that the negative shows the Lookingglass Creek
area, with a road visible on a mid-slope location and a creek
below.

This is a high-quality, sepia-tone photograph, with most areas
of the print in relatively sharp focus. It shows what is apparently
the North Fork of the John Day River during winter, perhaps
at a point northwest of Dale, Oregon. It was included in a
collection of sepia-tone prints relating to the Fremont power
house. The foreground of this photograph is dominated by the
water in the river, with snow-covered floodplain or banks also
present. The middleground also shows the river, with small-stature
trees also present on both sides. The background shows the
river canyon and its adjacent hillsides, with some of those
areas open (non-forested) and other areas supporting forests
occurring as stringers along drainages or stream courses.

This is a black-and-white photograph of moderate to high quality.
Most areas of the image are in sharp focus, although the background
portion is not as clear as the foreground and appears to have
faded appreciably with time. The image apparently depicts an
area near Palmer Junction, where Lookingglass Creek meets the
Grande Ronde River. The hillside in the right foreground and
middleground shows many open areas covered with shrubs, along
with intermixed stringers of forest. Many of the stringer-type
forest stands are young (saplings and small pole-sized trees)
and look like they regenerated after logging or a forest fire.
The left foreground shows a portion of the "old country
road" with a vehicle of some kind on it. The bottom of
the background portion shows either the river or the creek,
and another hillside with one sizable open area and forest
areas of varying density and composition.

This is a black-and-white print of high quality; the image
is in sharp focus throughout. Not much information is associated
with this photograph. It shows an early Forest Service pickup
(looks like a converted car from the 1930s) with a Forest Service
Ranger standing in the road next to it. The road is a native-surface
track with obvious ruts from low or moderate use. The foreground
shows the roadway itself and a small accumulation of slash
off the right hand side of the road. Most of the middleground
scene is dominated by a dense, fairly young conifer forest,
although the stand above the road (left hand side of the photograph)
apparently has older, large-diameter trees. The background
view shows gently undulating areas that appear to be high-elevation
subalpine meadows that are either devoid of trees altogether,
or has subalpine fir trees occurring in clumps or as stringers
or ribbons across the landscape. Of the open areas that can
be seen, it looks like there is little or no plant cover (perhaps
from intense sheep grazing?) although obvious signs of soil
erosion (gullies, etc.) are not in evidence either.

This is a black-and-white photograph of high quality. All areas
of the image are in sharp focus. The image apparently depicts
an area on the Tollgate highway, now known as Oregon state
highway number 204. A 1930s vintage automobile is in the exact
center of the image and is coming toward the photographer.
The road surface appears to be some early form of asphalt,
but not compacted or as smooth as modern versions. A single
solid stripe is painted down the center of the road. Above
the roadway (right side of the image) is a dense stand of what
appears to be lodgepole pine or western larch, or perhaps a
mix of the two species. Below the roadway (left side of image)
is a shorter (younger?) forest with apparently greater diversity
in species composition. Engelmann spruce, western larch, and
grand fir or Douglas-fir can all be discerned in the left-hand
side of this image. Since the roadway is flat and passes through
the forest in a "tunnel-like" effect, there are few
landmarks that could be used to estimate where this image may
have been taken on the highway.

This is a black-and-white photograph of moderate to high quality.
Most areas of the image are in reasonably sharp focus. The
image apparently depicts an area near Tollgate on the Walla
Walla RD. A cowboy on horseback is posed in front of a wooden
gate and fence with a sign posted above the gate that states "Woodward
Wagon Road Company – Toll Rates." The area immediately
behind the gate is a subalpine meadow with scattered trees
(mostly young/small) that appear to be a mix of Engelmann spruce
and subalpine fir. In the far background is a more typical
subalpine stand with a denser mix of spruce and fir, including
obvious examples of "decadent" trees with dead tops
and trees that are completely dead (snags). The sparsely-forested
meadow area in the foreground and middleground has either been
severly overgrazed (likely) or the image was acquired in very
early spring before the vegetation had time to develop. Since
the area does not appear to be moist, as would be expected
shortly after spring snowmelt, it is likely that the poor development
or total lack of an herb and shrub component is due to grazing
impacts. According to hand-written notes included with the
image, this accession was obtained from a "Report of preliminary
investigations, Weston – Elgin (Woodward) toll road,
State of Oregon, July 1922." Although the report was apparently
published in 1922, it is unknown if this photograph was acquired
in 1922.

Abstract: This photo shows C.L. "Buster" Keithley
and Mrs. Keithley at Tupper Ranger Station. A 1909
Umatilla NF Inspect Report says this about Mr. Keithley:
Mr. Keithley is a married man, about 37 years of age; was appointed
a Forest Guard on
April 1, 1908 at a salary of $900.00 per annum; promoted to Assistant
Forest Ranger
September 25, 1908 at the same salary. His work has been most
commendable and I
regret that he cannot be promoted to Deputy Forest Supervisor
with the salary he
merits, at once. He is the most dependable man on the Forest,
and decidedly the best material for the
deputyship. He is a local man, having
been raised in Heppner and vicinity. He is a good field man, and
will make a good office man, being neat and particular about
all his work. His standing is excellent and absolutely dependable in every
way.
Recommendations--
He should be promoted to Deputy Supervisor at a salary of
$1,200.00 per annum as soon as possible.
This promotion should not be overlooked, as Mr. Keithley’s
earning capacity is greater than he is receiving from the Service
at the present time.

taken on Feb. 19, 1907 when most of the stockmen in that general
community were assembled at an organization meeting. Mr. Chidsey
and D.B. Sheller are in the picture standing in the open doorway
near the upper center of the group. However the figures are so
small as to be indistinguishable in this reproduction. Jorgensen
believes the Palace Hotel stood on the southwest corner where
Rosewald’s Garage now is –Carl Ewing, 1948
