The following is the current status of the Region 6 Fire Procurement program, including a summary of awards made to date and dispatch processes for the remainder of the 2009 fire season. Several changes were made recently so the following is an overview of the current status of the 2009 Incident Blanket Purchase Agreements (IBPA). This process will not change for the remainder of the 2009 fire season.
AGREEMENT TYPES:
Fire Procurements for 2009 fall into one of the following categories:
- Competitive Preseason IBPAs - VIPR
The Region utilized the new Virtual Incident Procurement program (VIPR) to award competitive IBPAs with varying success. The decision was made to make awards and implement the Dispatch Priority Lists (DPL) (created in VIPR) on a case by case basis. As a result, several resources were awarded in VIPR with DPLs generated manually outside of the program (Water Handling, Potable/Gray Water/Trailer Mounted Handwash, Mechanics with Service Truck); two resources were awarded in VIPR with the DPLs also generated in the program (Refrigerated Trailers & Clerical Trailers); and one resource was not awarded at all (Portable Toilets and Handwash Stations).
- Competitive Preseason IBPAs - Outside of VIPR
Several resources awarded competitive IBPAs in 2008 have been extended for the remainder of the season (Buses, Fallers, & Tents). The 2008 DPLs will also be used the remainder of the season.
- Noncompetitive Preseason IBPAs - ITEAM
The Incident Training and Equipment Acquisition Management (ITEAM) program was developed in 2009 and used to make awards of noncompetitive local IBPAs. This program replaced the EERA Database. IBPAs awarded in ITEAM are valid until May 31, 2011. There are no formal DPLs for noncompetitive IBPAs
- Incident Only EERAs
Emergency Equipment Rental Agreements (EERA) are used when hiring a resource for a specific incident only and expire upon demobilization from that incident. ITEAM does have a feature that creates EERAs but any format is acceptable; e.g., MS Word.

STATUS - REMAINDER OF 2009
The table below summarizes the status of the current competitive IBPAs awarded both in and outside of VIPR. Award Types include those made in VIPR, ITEAM, and those made outside of the VIPR on a SF-1449.

Remember IBPAs are in the Formatta Filler format, and locating all the pertinent information requires accessing several "forms" with the "pff" file. Search Tools in ITEAM
IBPAs are searchable by Vendor Name, Equipment Type, or Agreement Number. EERAs are not meant to be used more then once, therefore there no official repository for them. ITEAM does store draft EERAs but these are not valid Agreements and should be used for reference only.
