For County roads in Oregon all roads will start with 41 and for all country roads in Washington will start with 53. These are the FIPS codes for states. The next 3 digits for each road is the FIPS code for the county. After the County FIPS code is a hyphan "-" followed by the actual county road number. Example is 41023-123 for Oregon Grant county road 123. Attributes were changed on the Arcs and the Routes.

Combined Malheur, Umatilla, and Wallowa Whitman Transporation Road feature classes. Updated many Wallowa Country road and routes numbers and route locations. Converted all country road numbers to use the 5 digit FIPS number for the county instead of the 3 digit ALPHA Char. code for the county as it was no longer unique. Edge mapped all features and rerouted roads and updated INFRA with new Measure Values.
