Merging MAs and LSR: The key standard and guideline used to determine whether existing plans were more restrictive was timber harvest. If the MBSNF LMP management area allowed no scheduled [programmed] timer harvest, its S&Gs are "more restrictive" than LSR [which allow thinning in stands under 80 years of age]. MBSNF LMP MAs with no timber harvest inside LSR were mapped jointly, e.g., 1B/LSR. Where LSR is more restrictive, the MAs are mapped only as LSR ["overriding" the MBSNF LMP allocation].
Where Late-Successional Old Growth [LSOG1 and LSOG2] is mapped outside of LSR, it is mapped as per LSR [jointly with any more restrictive MBSNF LMP allocations, etc.].
While road construction and recreation/development emphasis were considered, no attempt was made, at this time, to assess the full S&G and determine if an MA was more or less restrictive overall than LSR. A full "merger" of standards and guidelines is still needed.
