Due to an inadvertent technical error, the Threatened, Endangered, Proposed or Sensitive (TEPS) plant survey standard and guideline was omitted from the SNFPA 2004 ROD and FSEIS.
For the SNFPA 2004 ROD on page 66, immediately before "E. Management Direction for Herger-Feinstein Quincy Library Group Pilot Project Area", add a new heading and the text of the omitted standard and guideline as follows:
Standard and Guideline for Sensitive Plant Surveys
- Conduct field surveys for TEPS plant species early enough in project planning process that the project can be designed to conserve or enhance TEPS plants and their habitat. Conduct surveys according to procedures outlined in the Forest Service Handbook (FSH 2609.25.11). If additional field surveys are to be conducted as part of project implementation, survey results must be documented in the project file.
For the SNFPA 2004 FSEIS on page 366 (Appendix A Standards and Guidelines – Alternatives S1 and S2), in the TEPS Plants table first row / column"S2" cell, replace "Covered by existing law, regulation, or direction" with an "X".
Any questions should be directed to Tom Efird, Sierra Nevada Implementation Team Leader, tefird@fs.fed.us or (707) 562-8976.
