With depletion of motorized opportunities, close only routes with direct impact to historic sites.  Mapping and designation should include expansion, not just closure.  Use fencing and signing to protect sites.  Come up with a fair and equitable solution.

Substantive - Site specific protection measures proposed.

Substantive - Proposes treatments.

20-Jan-05

Bob Bennett:  CA4WDC Central

Reroutes alternative to closures if monitoring demonstrates protection measures ineffective.  Not all 50 year old sites historically significant.  Balance restrictions with new trail opportunities.  PA needs clear methods for allowing routes and historic properties to coexist.  Mitigations questioned.  Page specific clarifications requested.  Public notification not sufficient.

Substantive - Multiple page specific and general comments.

Don Amador:  BlueRibbon Coalition

Questions the concept of "illegality" of cross country uses; requests terminology change.  Questions use of interim forest orders.

Substantive - Addresses terminology change.

28-Jan-05

Jimmy Lewis

No alternative to maintaining current levels of use.  Will Green Sticker funding be used for required reports?  Historic property definition open ended; could be widely used to close trails.  Why no option to keep areas open if no significant resource damage from OHV use?  OHV use is historic and should be protected.

Substantive - Addresses reports, funding, historic property definition.

Don't close roads well defined by usage.  Protect heritage but allow access for public that can't or won't hike miles.  Use natural barriers to restrict access to sites.

Substantive - Addresses protection measures.

31-Jan-05

Wording change to routine trail maintenance screened exemption.  Monitoring needs trigger point for when to change protection measure.

Substantive - Addresses monitoring and exeptions.

Attempt to close trails.  No more trails should be taken.  FS needs to map all trails. Users need to make sure all trails and roads are designated.  Keep areas open for the future.

Conflict between inventorying all routes and the June 2006 closure of all umapped areas.  Concerned about reduction of single tread trails in favor of machined groomed quad trails, and poor maintenance of FS trails that causes a problem.  OHV mileage is misleading as alot of it is for roads, not single track routes.
