An area is defined to be at risk if 25% or more tree mortality (beyond the normal level of approximately 0.6% annually) is expected over the next 15 years. This effort developed a statewide insect mortality risk layer based upon rules and statistics developed for the National forests and expanded to cover all state and private forest land. Rule structures were based primarily upon stand density index and also included, precipitation, percent canopy cover of host species, and host type. Purpose The purpose of the risk mapping effort is to develop a geographic information system (GIS) database containing information needed for a strategic evaluation of forest health risk on all forested lands in California. Risk mapping is an iterative process that revises and fine-tunes the database as more and better information becomes available. Methodology: Scientific literature, professional knowledge, and existing statistical data were used to develop models for mapping risk. The insect mortality risk grid is based upon rules and statistics developed for the National forests. The rule structures for most forests were based primarily upon stand density index (SDI) and also included precipitation, plantation information, elevation, and canopy cover by host type. SDI numbers were developed on a forest-by-forest basis based on the forest's integrated inventory data. SDI numbers were averaged for each strata which aggregates statistically similar vegetation structure classes and is cross-walked to vegetation layers for use in model development. Strata were used to assign SDI and basal area values. Vegetation data is synchronous with respect to inventory, vegetation maps, and strata map labels, and was used to assign host type and canopy cover information. The models were run using specific rule-sets developed for each forest by each forest. Because strata mapping is restricted to USFS lands only, an approach was developed to extend strata labeling to non-USFS lands. By extending strata labels beyond USFS boundaries, the associated SDI is extended beyond USFS boundaries, allowing insect risk modeling on a statewide scale. The approach used to aggregate USFS lands with non-USFS lands used eco-tile boundaries to expand forest by forest data into a statewide forest association layer. "Association" in the sense that the aggregation rules applied to the calveg map data in order to generate a strata label for any forest were used on the associated non-USFS eco-tile area. The rules used to associate a forest with an eco-tile(s) are: A. If a forest intersected a singular eco-tile, that tile became associated with the forest and received its strata labeling rules. B. If 2 or more forests intersected a tile, the area if the tile not intersected by a forest would be associated with the forest occupying the most area of the tile. C. If no forest boundary intersected the tile, and the tile contained model-able conifer types, the tile is associated with the closest forest. D. The tile boundaries stayed intact with the exception of the sierra foothills, where a single eco-tile intersected more than 4 forests. This tile was subdivided into smaller processing regions by using natural watershed boundaries. Yosemite and Sequoia-Kings Cyn. National Parks are not covered by the cooperative vegetation mapping program which produces the Calveg map product. These National Parks were processed using the California GAP dataset. This data has none of the strata label synchronicity problems found in the USFS vegetation data. However, this data is less straightforward and less detailed than the USFS's cooperative vegetation data. The GAP data-set provides a primary, secondary, and tertiary vegetation type with crown closure class values. In order to define crown closure for the stand, the lower bound class definitions for the 3 primary vegetation types were added together before rules were applied (see rule set in the appendix).
