Abstract:
This layer contains polygon features of two land allocations within the Herger-Feinstein Quincy Library Group (HFQLG) Pilot Project Area. Lands are labeled as either 1) Off-Base - lands that will not be logged or 2) Deferred - those that will be decided upon five years after the plan's implementation. According to the Sierra Nevada Forest Plan Amendment - Final Supplemental Environmental Impact Statement of Standards and guidelines applicable to the HFQLG Pilot Project Area, the following resource management activities are prohibited in off-base and deferred areas: DFPZ construction, group selection, individual tree selection, all road building, all timber harvesting activities and any riparian management that involves road construction or timber harvesting.
Purpose:
This data was developed by the USDA Forest Service for use in the Sierra Nevada Forest Plan Amendment Environmental Impact Statement.

For analysis purposes, only the areas that are within National Forest boundaries apply.

Supplemental_Information Procedures_Used 12/2004 - (cclark, GD) A reselect was performed of QLGOFFDEF_2 of polygons with a value of "offbase - deferred" only. (This original coverage also contained "group select" polygons) Polygons were labeled with an Availability Class value of 1, an LSC value of 820 and coded with the appropriate Forest label. A dissolve was then performed to simplify the coverage.

QLG COVERAGES ==================== Lassen National Forest lands within the Quincy Library Group (QLG) area has a mix of Off_Base, Deferred, Group Select, and other categories. MYTT, for Lassen National Forest, is defined as QLG lands with a QLG-STATUS not equal to: GROUP SELECTION, OFF_BASE, DEFERRED, and DFPZ - with an LSC value of 670. OFFD, for Lassen National Forest, is defined as QLG lands with a QLG-STATUS of "Off_Base" or "Deferred". The LSC value for this is 820. GRPS, is defined as the QLG Lands with a QLG-STATUS equal to "Group Selection". The LSC values assigned to Group Select lands is 620. The SAT Guidelines include more streams and require wider protection zones than present "standard" guidelines. Requires Compliance with CASPO Guidelines. Must comply with the Interim Guidelines and with subsequently issued Final Guidelines, whichever is in effect. * Requires Forest Service Action. A strategic system of defensible fuelbreaks on not less than 40,000 nor more than 60,000 acres per year. These are strips of "thinning from below" fuel reduction, each about 1/4 mile wide and containing a road for rapid fire-fighter access (and retreat if necessary). Their purpose is to limit the spread of high intensity wildfire and permit safe and effective suppression efforts against such fires. Group Selection and Individual Tree Selection. Harvest of small groups of trees (generally 1 to 2 acres each) and individual trees, to achieve an all-age, multi-story, fire resilient forest. Group Selection on 0.57 percent of the Project area land each year. These small openings make possible new growth of pines, which are otherwise shaded out by today's unnatural growth of white fir and incense cedar on much land that originally grew mostly pines. Individual tree selection may also be used in the Pilot Project. Riparian Restoration. A program of riparian management, including wide protection zones and riparian restoration projects, consistent with the SAT guidelines (see above). Forest Land and Resource Management Plan (LRMP). Initiate the process to amend or revise the LRMPs, including consideration of one alternative that incorporates the Pilot Project and other aspects of the QLG Community Stability Proposal and makes other changes warranted by NEPA and other applicable laws. Requires an Environmental Impact Statement. Requires Reports to Congress. Each year during the Pilot Project, after consulting with QLG, the Forest Service must report on money spent, the acres treated, the economic benefits to local communities, revenues generated, activities scheduled for the following year, and any adverse environmental effects. At the end of five years, the Forest Service must report to Congress the results of the science-based assessment described above. Nothing exempts the Pilot Project from any Federal environmental law.
