Metadata from assorted sources: Kings River special Management Area - Forest and Resource Management Plan, Sierra National Forest: Kings River Special Management Area 3.20.5, page 3-16 In 1987, Kings River special Management Area was designated by Congress to provide for public outdoor recreation use, and to protect the area's natural, archaeological, fish, wildlife and scenic resources. The area will be referred to as a "Special Management Area." This area of approximately 49,000 acres is within the Sierra and Sequoia National Forests, and shall be administered by the Sierra National Forest. 4.4.10, page 4-11 Existing grazing and off-road vehicle use are permitted to the same extent as was before the enactment. OHV use is restricted to designated roads and trails. Timber harvesting is permitted only as required to control insect and disease attacks, salvage fire damaged timber, and conserve scenery or historical values. Hunting and fishing is permitted where applicable State and Federal laws, fish and wildlife values, and public safety are not jeopardized. Land within the area continues to be withdrawn from mineral entry. Outdoor recreation use and hiking trails are permitted. Condor Sanctuaries: From http://www.fs.fed.us/r5/lospadres/about/ - The Los Padres National Forest is a member of the California Condor Recovery Program. And has been an active player in the reintroduction of California condors into the wild. Currently there are forty-four condors in the wild population in Los Padres National Forest. The forest manages two condor sanctuaries, the 1200-acre Sisquoc Condor Sanctuary in Santa Barbara County and the 53,000-acre Sespe Condor Sanctuary in Ventura County. From http://www.fws.gov/hoppermountain/cacondor/milestone.html - 1937 -- Sisquoc Condor Sanctuary (1,200 acres) established by the U.S. Forest Service (USFS). 1939 -- National Audubon Society researcher Carl B. Koford began intensive studies of the California condor. Koford provided some of the first authoritative information about the species and provided the basis for all future field work. He estimated that between 60 and 100 condors remained in the wild. 1947 -- Sespe Condor Sanctuary (35,000 acres) established by the USFS. 1951 -- Sespe Condor Sanctuary expanded to 53,000 acres. From http://www.fs.fed.us/r5/lospadres/recreation/wilderness/ - Sespe Wilderness 219,700 acres* (includes Sespe Condor Sanctuary) was established 1992 by the Los Padres Condor Range and River Protection Act. The Sespe Wilderness is predominately located in the Ojai and the Mt. Pinos Ranger Districts. One popular destination is the hot springs about 16 miles from Lion Camp (this campground is presently closed). The Sespe Wilderness is mainly a chaparral covered environment with rock cliffs in various sites. There is a beautiful area called Piedra Blanca, just off highway 33 along the Piedra Blanca-Gene Marshall Trail. The Sespe Condor Sanctuary is also in the wilderness. This site, closed to the public, was established to promote the propagation and growth of the California Condor. From http://www.blm.gov/ca/bakersfield/bkformp/rmphopper.htm - The Sespe Condor Sanctuary was established in 1947 following field studies by Carl B. Korford between 1939 and 1946. Originally about 35,000 acres, the Sespe Condor Sanctuary was enlarged in 1951 to include approximately 53,000 acres within Los Padres National Forest. The Sespe Condor Sanctuary is closed to all non-permitted entry with the exception of two travel corridors that allow hikers and horseback riders to pass through the area. From http://www.fs.fed.us/r5/lospadres/documents/crmp/sisquoc-pln.pdf- Legislative Direction Specific to the Sisquoc Wild and Scenic River (WSR) is almost entirely within the San Rafael Wilderness. The WSR Act states that any portion of a designated WSR within a wilderness area shall be subject to the provisions of both the Wilderness Act and the WSR Act and with respect to the preservation of river values, and in the case of conflict, the more restrictive provisions apply. The Sisquoc Condor Sanctuary lies partially within the Sisquoc WSR corridor. The sanctuary is managed to provide maximum habitat protection and all other resource activities are discouraged. The public is not allowed to enter the sanctuary, except to pass through on the trail. Butte Valley National Grassland - Land and Resource Management Plan - Klamath National Forest - 1995 Management Area 4 - The Butte Valley National Grassland (BVNG), designated on February 28, 1991, is 18,100 acres of land originally purchased under the authority of the Bankhead-Jones Farm Tenant Act of 1937. Previously called the Butte Valley Land Utilization Project, the Goosenest Ranger District administers the area. Private agricultural lands partially surround the BVNG. The 13,000-acre Butte Valley Wildlife Area, administered by the CDFG, also adjoins the Grassland. Portions of the area were seeded to perennial grasses for soil stabilization and livestock forage. Management of the Grassland is facilitated by the Butte Valley CRMP effort. Participants include Forest Service, Butte Valley Resource Conservation District, Soil Conservation Service, grazing permittees, adjacent landowners, CDFG and the Butte Valley Irrigation District. Grazing use is allowed under a Grazing Agreement issued to the Butte Valley Resource Conservation District in partnership with the Forest Service. Forage for livestock and migratory waterfowl is managed in cooperation with the adjacent State Wildlife Area and the broader CRMP. Native American Contemporary Use Area - Six Rivers National Forest, Land and Resource Management Plan, 1995 Management Area 6 - Native American Contemporary Use Area (NACUA) Extractions from Pages IV - 32, 33 The need for the designation of NACUAs was identified specifically on the Forest for eleven cultural sites as a result of the Blue Creek Unit Plan administrative review decision by Forest Service Chief Max Peterson (11-17-1981). The sites have been included in the Helkau District which is eligible for the national Register of Historic Places. Established is a one-half mile radius protective zone to minimize potential for conflicts between recreation and Native American spiritual uses around each of the following cultural sites: (1) Dr Rock #1, (2) Peak 8, (3) Bad Place, (4) Chimney Rock, (5) South Red Mountain #1, (6) South Red Mountain #2, (7) Dr. Rock #2, (8) Meadow Seat, (9) Classic Prayer Seat, and (10) Turtle Rock. Also, a one-quarter mile wide protective zone was established along the Golden Stairs Trail from the Forest Boundary to Road 15N01. Other dispersed recreation uses of the areas are not prohibited, and will undoubtedly occur, but this use will be secondary to the intent for the establishment of this management area. These NACUA sites will be preserved and protected for the solitude and privacy of Native American users. Provide protection of the ceremonial values that exist in these areas. Commercial uses or activities are inappropriate and will not be permitted. These lands will be considered for recommendation to withdrawn them from mineral entry, subject to valid existing rights. Recreational use will not be encouraged..There will be no regulated timber harvest from the NACUAs. Tahquitz National Game Preserve - (see http://ipl.unm.edu/cwl/fedbook/gamepres.html) This preserve is created within the San Bernadino National Forest in California for the protection and breeding of game animals. It is unlawful to hunt, pursue, poison, kill or capture wild animals or birds within the preserve, except that the Secretary of Agriculture may issue regulations for hunting, capturing or killing predatory animals. 689-689d. From the U.S. Code at http://www.law.cornell.edu/uscode/html/uscode16/usc_sec_16_00000689----000-.html - TITLE 16 > CHAPTER 6 > 689 689.
