It placed values on bare land that are related to its ability to grow trees, and it substituted a percent tax on the value of timber at the time of harvest ("yield" tax) for the annual property tax on the trees. In exchange for this tax benefit, landowners had to be willing to dedicate their timberland to timber growing and compatible uses for a period of at least ten years. Unless terminated by the county or landowner, these ten years renew each year, thus creating a rolling minimum or self-perpetuating ten-year commitment (California Board of Equalization, 2000). Lands zoned in this manner are called Timberland Production Zone (TPZ). For some, the TPZ was selected from a parcel layer based on a parcel code (i.e. "TP" or "TPZ"). For others, the data was selected from a zoning layer based on a code. Some counties delivered a dataset containing only TPZ's selected by them from the parcel layer. See Supplemental Information section for more details. The next step was to combine all data with an Update command and then resolve areas of conflict between publicly owned lands and TPZ's (privately owned). It was determined that Jackson State Forest in Mendocino county is not privately owned and removed from the layer. After discussion with Sonoma County, it was determined that public land trumps TPZs in Salt Point, Fort Ross, Sonoma Coast, Austin Creek and Armstrong Redwoods State Lands and these were removed. Several parcels in Humboldt county were determined to be BLM land and removed. As a final cleanup to smaller parcels, the public ownership layer created by this office (NWFP_PublicOwnership07_2) was used in an Erase command.
