Emphasis is on inventory through survey on a project-by-project basis with evaluations occurring during project impact assessment in consultations with the State Historic Preservation Officer. Both evaluated and unevaluated properties are protected and resource activities generally modified to avoid the properties. When this is not possible, mitigation measures are provided. Conflicts with other resource activities - - chaparral and timber management, fire suppression, range, wildlife, recreation, minerals and lands - - are resolved in consultation with the State Historic Preservation Officer and the Advisory Council on Historic Preservation by following procedures to comply with legal guidelines and constraints."
