Dear Recreation RAC potential applicant,

We are writing to let you know of an opportunity to apply for membership on the California Recreation Resource Advisory Committee (RRAC). This committee provides recommendations on recreation fees for both agencies for lands within the state of California.

The Forest Service (FS) and Bureau of Land Management (BLM) are seeking nominations to fill 8 positions on the 11 member Pacific Southwest Region (R5) California Recreation RAC.

Nominations are being accepted through January 9, 2010.

Potential nominees must represent certain interests as described in the December 2004 Federal Lands Recreation Enhancement Act (REA). These interests are:

Three people who will represent, as appropriate, the following recreation interest groups:

  • Winter non-motorized recreation, such as snowshoeing, cross country, downhill skiing and snowboarding;
  • Summer motorized recreation, such as motorcycles, boaters, and off-highway vehicles;
  • Summer non-motorized recreation, such as backpacking, horseback riding, mountain biking, canoeing and rafting.

Two people who represents, as appropriate, the following recreation interest groups:

  • Non-motorized outfitters and guides;
  • Local environmental groups.

Three people who represent the following perspectives:

  • State tourism;
  • Indian tribes;
  • Local government.

The term for these positions will begin July 2010 when the current three year term appointments expire. Current members who have only served one term may reapply. Terms for the current appointed alternates also expire July 2010 and they may apply for a position. Alternates for these positions may be selected from the applications we receive. Alternates do not take a member’s place in their absence; they are appointed to fill a vacancy should the member find it necessary to leave the RRAC.

Recreation RAC members provide recommendations to FS and BLM officials on recreation fee matters, which include implementing or eliminating fees for FS and BLM recreation sites and services, expanding or limiting the recreation fee program; and fee level changes.

Recommendations do not supersede the legally established decision authority of the FS or BLM; however, RRACs help the agencies garner public opinion about recreation fees, and we will carefully consider all recommendations.

Applicants for the advisory committee must fill out an AD-755 (Advisory Committee or Search and Promotion Background Information) form and provide a cover letter with a narrative that addresses each of the evaluation criteria listed below.

  • What group or perspective they represent and how they are qualified to represent that group.
  • Why they want to serve on the committee and what they can contribute.
  • Their past experience in working successfully as part of a collaborative group

Letters of recommendation are welcome but not required.

We are very interested and committed to ensuring the members of our RRAC represent the diversity of our communities of interest and place. Equal opportunity practices, in line with USDA and USDI policies, shall be followed in all membership appointments to the committee.

To ensure that the recommendations of the committee have taken into account the needs of the diverse groups served by the agencies, membership shall include, to the extent practicable, individuals with demonstrated ability to represent minorities, women, and persons with disabilities. In addition, we will be looking for geographical diversity in selecting committee members to help to provide a state wide perspective.

There are some conditions associated with serving on a RRAC, such as:

  • Meeting dates and times will be determined by the Designated Forest Official in consultation with the RRAC members. (Estimate 2-3 meetings a year)
  • Members do not receive compensation; however, travel and per diem expenses will be covered.
  • All nominees will go through a background check. You must provide your Social Security Number for that background check to be completed, or your nomination will not be processed.
