Forests contain the worlds largest terrestrial carbon stocks, but in seasonally dry environments stock
stability can be compromised if burned by wildfire, emitting carbon back to the atmosphere. Treatments
to reduce wildfire severity can reduce emissions, but with an immediate cost of reducing carbon stocks. In
this study we examine the tradeoffs in carbon stock reduction and wildfire emissions in 19 fuels-treated
and -untreated forests burned in twelve wildfires. The fuels treatment, a commonly used thinning from
below and removal of activity fuels, removed an average of 50.3Mg C ha-1 or 34% of live tree carbon
stocks.

The purpose of this report is to document findings of the cumulative monitoring efforts accomplished from 2002 through 2010 by the Lassen, Plumas and Tahoe National Forest botanists. Monitoring in 2010 included both Implementation and Effectiveness monitoring. Implementation monitoring of units treated in 2009 was conducted to determine if recommended mitigations and treatments were accomplished as planned. Effectiveness monitoring was completed to determine what response Threatened, Endangered or Sensitive (TES) or noxious weed species had to mitigations and treatments or if new occurrences were found in project areas after treatment. The intent of the monitoring was to identify what worked, what needs improvement for future projects, and to provide documentation for internal Forest Service review as well as to the public. This annual monitoring is required under the Herger-Feinstein Quincy Library Group Forest Recovery Act (HFQLG).

Monitoring was conducted to determine potential effects on amphibians within habitats that may be affected by projects implemented under the HFQLG pilot project. New methodology to establish baseline data developed in 2009 was continued in 2010 in the five areas: Independence Creek (Tahoe NF), South Fork Rock Creek (Plumas NF), Lone Rock Creek (Plumas NF), Potosi Creek (Plumas NF), and Boulder Creek (Plumas NF). Survey areas were modified in the two sites where mountain yellow-legged frogs (MYLF) were not found in 2009 (Potosi Creek and Boulder Creek) in an attempt to document the species presence. At all five areas, additional effort was made to document reproduction and some nearby areas with prior locality data were surveyed. Visual encounter surveys were conducted at all sites and all adult MYLF were tagged. Where sufficient numbers of frogs were present, population abundances of adult mountain yellow-legged frogs were estimated using mark-recapture analyses. Funnel traps were used to capture tadpoles in two locations.

Marten Studies 2010

The American marten (Martes americana) is currently designated as a sensitive species for the Pacific Southwest Region of the Forest Service and is of concern due to historic trapping, loss of habitat, and subsequent declines in both population and distribution (USDA 2004). Local concern over marten was elevated when the research paper Historical and contemporary distributions of carnivores in forests of the Sierra Nevada, California, USA (Zielinski et al 2005) concluded from the data and predictive models that there appeared to be a gap in marten distribution ranging from the area south of Lassen Volcanic National Park (LVNP) to near the Plumas and Tahoe National Forest boundary. In collaboration with PSW Redwood Science Lab, Conservation Biology Institute and Oregon State University, several marten monitoring and habitat modeling efforts were initiated in 2006 and are planned to continue through 2012.

The HFQLG Record of Decision requires that suitable habitat for old forest-dependent and aquatic/riparian-dependent species not be reduced by more than 10 percent of levels originally measured in 1999 within three specific old forest vegetation types across the Pilot Project. California Wildlife Habitat Relationship (CWHR) labels 5M, 5D and 6 are used to represent habitat required by old forest-dependent species.

The Yellow Warbler (Dendroica petechia) is considered a riparian specialist in much of western North
America, but in California it also breeds in a second habitat type: montane chaparral of the Sierra Nevada and southern
Cascades. We monitored Yellow Warbler nests in montane chaparral and assessed their poorly known nesting ecology in
this habitat. We also conducted point counts in upland habitat throughout the region.

These commercial and precommercial thinning projects reduced crown and ladder fuels to break up the continuity of vertical and horizontal fuels. Other than the Hwy 44 Overlook project, none of the treated areas had the planned follow-up prescribed burn treatments implemented to make them fully effective shaded fuel breaks. The biomass removal portion of these projects removed live vegetation, but did not remove existing dead and down fuels. Due to the high fuel loading in some portions of the area, the District Fuels Management Officer had planned to grapple pile and burn piles prior to conducting underburn treatments.
