LIST OF PREPARERS



Core Interdisciplinary Team

Elisa Adler - Contractor/Editor. Elisa has a Bachelor of Arts degree in Comparative Literature from the University of California, Berkeley, and a Master of Arts degree from Mills College. She is an English and Spanish instructor and has worked many years as an editor and translator.

John Babin - GIS Analyst. John holds a Bachelor of Science in Forest Resource Management from the University of Massachusetts, Amherst. He did graduate work in Forest Business Management at the University of Oregon. John has been the Geographic Information System Analyst/Coordinator on the Tahoe National Forest for the last 7 years. He has worked for the Forest Service for 19 years in positions in land management planning, forest inventory, and silviculture.

Terry Benoit - Hydrologist/Earth Scientist. Terry has a Bachelor of Science in Biology from Humboldt State University. He has 20 years experience as a Forest Service Hydrologist on the Plumas National Forest. Terry was a member of the interdisciplinary team that developed the Land and Resource Management Plan for the Plumas National Forest, and has been a member of the Feather River Coordinated Resource Management Group since its inception in 1985. Terry has 4 years experience as a Fishery Technician and Biologist in California and Alaska, and 3 years experience as a Hydrologic Technician and Hydrologist on the Shasta-Trinity National Forests.

Lou Ann Charbonnier - Fire and Fuels Specialist. Lou Ann has worked on the Plumas National Forest for the last 8 years. She is the Fuels Officer on the Mount Hough Ranger District. She has 16 years of fire management experience on the Malheur and Umatilla National Forests in northeastern Oregon.

Carrie Christman - Socioeconomic Specialist. Carrie has a Bachelor of Science in Forestry from the University of Arizona and a Master of Science degree in Forestry from Northern Arizona University. She is the Operations Research Analyst for the Lassen National Forest and has worked for the Forest Service for 15 years in Regions 3, 5, and 6.

Teresa Ann Ciapusci – Forester, NFMA Specialist, and Writer/Editor Team Leader. Teresa Ann holds an Associate of Science degree in Forest Technology from Lane Community College in Eugene, Oregon; and a Bachelor of Science degree in Forest Management from Oregon State University. She has over 20 years of experience as a forester specializing in reforestation, silviculture, land and resource management planning under the National Forest Management Act, and appeal and litigation of environmental documents. Teresa Ann has worked at all levels of the Forest Service organization in the Pacific Northwest Region (Willamette and Umpqua National Forests), Pacific Southwest Region (Sequoia National Forest), the Rocky Mountain Regional Headquarters (Planning), and is currently assigned to the National Forest Management staff in Washington, DC as a Forester and Correspondence Unit Leader.

Pete Hochrein - Transportation Planner. Pete holds a Bachelor of Science in Forest Resource Management from the University of California, Berkeley, and a Master of Forestry degree in Forest Engineering from Oregon State University. He has worked for the Forest Service for 23 years, and on the Plumas National Forest for the last 12 years as a Transportation/Logging Systems Group Leader, Engineering Projects Group Leader, and is currently the Forest Transportation Planner.

Karen Jones - Assistant Interdisciplinary Team Leader. Karen holds a Bachelor of Science in Forest Science from Humboldt State University. She is a District Silviculturist/Timber Management Officer on the Tahoe National Forest. Karen has 24 years of Forest Service experience in timber management and silviculture. Karen has been on the Tahoe National Forest for 15 years and previously worked on the Siskiyou and Six Rivers National Forests.

Linda Kanski - Administrative Assistant. Linda has been the Financial Assistant on the Plumas National Forest for the past year. She has held various positions in the Budget and Accounting Department of the Forest Service over the last 10 years.

Lee Anne Schramel Taylor - Public Affairs Team Leader. Lee Anne is currently the Public Affairs Officer for the Plumas National Forest and has worked in Public Affairs for the last 7 years. Previously she was a Timber Sale Planner on the same forest. Lee Anne's education includes a Bachelor of Science in Forest Management from Humboldt State University and a Master of Arts in Recreation and Parks Management from Chico State University.

Diana Menapace - NEPA Specialist and Writer/Editor. Diana holds a Bachelor of Science degree and Master of Science degree in Microbiology from Colorado State University. She has over 15 years of experience with the Forest Service specializing in environmental documentation and decision making under the requirements of the National Environmental Policy Act, and appeal and litigation of environmental documents. Diana has worked at the Rocky Mountain Regional Headquarters, in Denver, for her entire Forest Service career. Diana is currently assigned to the Planning Staff as an Environmental Analysis Specialist.

Sharen Parker - Writer/Editor. Sharen has an Associate of Science degree from West Valley College in Parks/Natural Resource Management. She is currently completing a Bachelor of Science degree in Ecology from Chico State University. She has worked on the Mendocino National Forest at the Genetic Resource Center for the past 8 years specializing in conifer propagation. For the past 5 years she has been involved in technical writing and editing of environmental documents.

Dave Peters - Pilot Project Manager. Dave has a Bachelor of Science degree in Forestry from the State University of New York, College of Environmental Science and Forestry and Syracuse University. His experience encompasses over 25 years in the Forest Service, all in the Pacific Southwest Region, serving on the Sierra, Stanislaus, Inyo, Klamath, and Plumas National Forests in timber, recreation, and special uses positions, and as Recreation/Lands/Minerals Staff Officer on the Plumas National Forest. High points have been District Ranger assignments on the Klamath National Forest and, most recently, District Ranger for Mount Hough Ranger District of the Plumas National Forest.

Lori Reynolds – Contractor/Graphic Artist. Lori owns and operates Reynold’s Graphic Design and Gallery in Quincy. She is a professional photographer and artist and has taught computer classes at Feather River College and other schools. She has a Bachelor of Arts degree in Marketing and Management. Her diverse experience includes working with a major national advertising agency and touring with the Ice Capades. Lori has authored television shows in Hollywood and has recently edited and designed several books, including Family Centennial and the Diary of Sarah Dean.

Gary Rotta - Wildlife Biologist. Gary holds a Bachelor of Science in Wildlife Management from Humboldt State University. He has worked as a Forest Service Wildlife Biologist on the Plumas National Forest since 1978. Gary is responsible for program planning and budgeting, project coordination, planning, implementation and monitoring for fish and wildlife issues on the Mount Hough Ranger District. He is currently an Associate Faculty Instructor for Wildlife Principles and Techniques, and Introduction to Fisheries and Wildlife at Feather River Community College in Quincy, California.

Tom Simonson - Silviculturist. Tom has a Bachelor of Science degree in Forest Resources Management from the University of Minnesota, School of Forestry. Tom also has a diploma in Computer Programming from the Minnesota School of Business. Tom was the Assistant Forest Silviculturist on the Fremont National Forest, Culturist and District Silviculturist on the Six Rivers National Forest, and is currently the Forest Silviculturist/Timber Management Officer on the Lassen National Forest.

Gary Smith - Interdisciplinary Team Leader. Gary has a Bachelor of Science degree in Wildlife Management from Humboldt State University. He has been a Forest Service Wildlife Biologist for 22 years in Regions 4, 5, and 6. Gary is currently the Range Management and Biological Resources Staff Officer for the Lassen National Forest.

Andy Taylor - Analyst. Andy has a Bachelor of Science and Master of Science in Forest Management from Michigan State University. He has been the analyst on the Mendocino National Forest for the past 17 years.

Content Analysis Enterprise Team

Jody Sutton - Coordinator. Jody is the founder of the Content Analysis Enterprise Team based in Washington D.C. and a member of the Ecosystem Management Coordination Staff. With offices in Salt Lake City and Missoula, Jody has 10 years experience coordinating and supervising public involvement processes nationally and for many different agencies.

Mike Schlafmann - Project Manager. Mike has a Bachelor of Science degree in Archaeology from Yale University and a Master of Science degree in Environmental Studies. He has worked in public involvement for the Content Analysis Enterprise Team for 4 years in consulting and analysis of comments. Mike supervises the Content Analysis Team office in Missoula, Montana.

Ray Vinkey - Analyst. Ray has a Bachelor of Science Degree in Biology from Overland College in Ohio. He has worked for the Content Analysis Enterprise Team for a year, and has 5 years of field research experience in wildlife biology and botany.
