...to provide the public, Incident Management Personnel and Dispatch Centers with information regarding Incident Contracting within the Pacific Southwest Region.- Virtual Incident Procurement (VIPR)» is a web-based Forest Service application designed to administer competitive preseason Incident Blanket Purchase Agreements (I-BPAs - formerly referred to as Emergency Equipment Rental Agreements or EERAs). It replaces the Equipment and Training System (EaTIS). VIPR will be used to solicit, award, and manage preseason I-BPAs, and will be implemented nationwide for the 2009 season.
