Process_Description:
The Arizona and New Mexico state outlines were converted to decimal degrees. The Arizona extent was greater than NM on both the north and side edges by about 120 feet. The east-west distance between coverages on their common boundary was less than 100 feet. The coverages were adjusted to one another using the EDGESNAP command with the SMOOTH option. This eliminated the north-south discrepancy and brought coverages closer together. The common boundaries also crossed. The ELIMINATE command was used to with the NOKEEPEDGE, POLY and BORDER options to eliminate interior sliver polygons. Individual statewide county coverages for Arizona and New Mexico were then matched to their respective state and the arcs brought into the state boundaries. Arizona and New Mexico were then combined and build with CLEAN using a dangle = 0 and a fuzzy tolerance of 0.00001.

Common boundaries were removed from the Oklahoma and Texas county coverage and it was combined with Arizona and New Mexico to create a region-wide county coverage. Build as line and poly using CLEAN with a dangle = 0 and a fuzzy tolerance of 0.00001.
