This feature class depicts all water drainages within the Coconino National
Forest. From this data set, those drainages named on the Primary Base
Series (PBS) Maps and designated by hydrologists on the forest are routed
and stored as a Route Network. A route feature stores the spatial locations
(geography) of the streams. These feature classes have an (M) value or
measure on their vertices.

The purpose of this feature class is to depict a comprehensive set of
significant drainages on this National Forest. The feature class will be
used to provide drainage information for any necessary analysis.

This feature class was derived from the cartographic feature files (CFF's)
for the Primary Base Series 7.5 minute quadrangles provided by the USDA,
Forest Service, Geospatial Service and Technology Center (GSTC). The CFFs
may have been augmented with data from a variety of sources (GPS, DOQQs,
hardcopy maps) per direction from Forest specialists.

NOTE: THE FOLLOWING INFORMATION PERTAINS TO THE COVERAGE DATA MODEL
General: Vintage 11 CFF digital data was the basis to create this coverage.
In order to provide a complete network, stream centerlines through water
features were created and are a part of this coverage. Gaps in connectivity
gaps were fixed based on the rule of 1/2" or less, or from information
provided by the Forest. Arcs were oriented for downstream directionality.
Source and method was populated for all arcs. The STRM_NAME was identified
by the Forest, using the PBS name, and populated on the respective arcs.
The data set was checked for dangle errors. Errors were corrected and
topology built for arc. A route subclass was created based on the item
STRM_NAME and the route was oriented upstream. Only streams designated by
the forest hydrologist were routed.
Technical: The CFFs will be the basis for the stream data. In some
instances, the Forests may have additional attribute information to
supplement this layer. A connected network is to be built based on the
stream and waterbody data from the V11 CFF. The first step is to extract
the waterbody theme id arcs into one coverage (using the standard list of
applicable CFFs from the Data Specifications). Sand areas (CFF 316) and
wide washes (CFF 317) will be used for centerlining, but are not meant to
be included in the waterbody coverage). Extract the streams arcs into
another coverage. Working in the extracted stream coverage, with the
waterbody coverage as a backcover, create the network by centerlining
the waterbodies, coding CFF as 470 and SOURCE_CODE as 20 and METHOD as 08,
connecting the stream segments as applicable (see Rules for centerlining
below). Plots are then prepared by quad, color-coded by CFF and sent to the
Forest for review and edit. The Forest will verify the CFF is correct,
annotate on the plots where it is to be changed, annotate any additional
gaps in connectivity to be fixed, identify significant stream names and
extents to be routed (see Rules for Stream names in the Data Specifications
document), and show general direction of stream flow. These plots are then
returned to TVA and TVA makes the edits (in an extracted coverage) based on
the annotation from the Forest Service. These edits include editing or
adding a CFF (in attribute CFF1-CFF10), fixing any gaps in connectivity,
and populating the item STRM_NAME in the arcs within the named stream
extent, and orienting the arcs in the downward flow direction, using the
"flip" command as needed. Once all edits are complete, the original data
is deleted from the master quad coverage and the new, edited data is put
back into the master quad coverage. At this point the stream data is
complete. When the output coverage is produced in the final processing
phase, a "route" will be created ("createroute" based on item "STRM_NAME")
for all named streams and an upward direction will be applied to those
routes.

The data were reprojected from UTM 12N NAD27 to UTM 12N NAD83 using the
NADCON transformation.
The data were converted from Version 1.x of the USDA, Forest Service,
Southwestern Region Personal Geodatabase to Version 1.2 of the USDA,
Forest Service, Southwestern Region Personal Geodatabase
In the USDA, Forest Service, Southwestern Region Personal Geodatabase
(v1.2), some of the Source_Code and Method attributes have been moved to
the main overlaying Feature Class from the Arc Feature Class, or, have
gone from Arc Level Metadata to Feature Level Metadata. This was done in
order to simplify the geodatabase for editing and maintenance. In many
cases, polygons or lines are from a single source and method, which is
promoted to the feature level metadata. When the polygons or lines are
not from a single source (or dominant source), or use different methods,
the code that has the least accuracy associated with the feature has been
promoted. Also, nationally in the Forest Service, attributes that were
labeled Source or Source_Code have been changed to Data_Source, which has
a slightly different domain. The script and data loading process to version
1.2 automates those changes.
