Description:
Abstract:
This feature class is the plant community, or floristic composition and vegetation structure, occurring at a given location at the current time. This layer also provides for Land Use and Land Cover attributes as well, so as to allow the mapping of a continuous landscape, using Anderson 1 and 2 classification systems. Coincidence with the location (compartment boundaries) will be maintained, as appropriate, with Forest boundary, roads and drainages as indicated by the forest. Location was originally a region subclass depicting the boundary of a location (timber compartment). This data dictionary standard provides standards for mapping existing base vegetation at four hierarchical levels that support the various business functions of the agency (national, broad, mid, and base level). Base level products support local Forest and District information needs and represent the highest thematic detail and spatial accuracy. Base level information is the least likely to be spatially extensive due to the cost of development; however, it offers the most flexibility for upward integration within the map hierarchy. Products at this level are typically developed from large-scale remotely sensed data and field data. Associated National Application: Targeted for Natural Resource Information System (NRIS) Existing Vegetation Classification and Mapping Technical Guide, Appendix 3
Purpose:
The purpose of this feature class is to depict and label the location boundaries which correlate to current vegetation inventories conducted by the Coconino National Forest. The feature class will be used to provide vegetation information for any necessary analysis.
Supplemental_Information:
This feature class was derived from the cartographic feature files (CFF's) for the Primary Base Series 7.5 minute quadrangles provided by the USDA, Forest Service, Geospatial Service and Technology Center (GSTC). The CFFs may have been augmented with data from a variety of sources (GPS, DOQQs, hardcopy maps) per direction from Forest specialists.

Cartographic Feature Files (CFFs) are digital files containing a vector representation of the point and line features shown on a Forest Service Primary Base Series (PBS) map. CFF data are collected by digitizing PBS maps and revised using correction guide information provided by field units. GSTC began producing Vintage 11 CFFs for the USDA, Forest Service, Southwestern Region in 1999.

Process_Description:
General: NOTE: THE BELOW INFORMATION PERTAINS TO THE "EXISTVEG" COVERAGE DATA MODEL. The base vegetation location feature class was created from EXISTVEG. Forest-provided digital data (polygon format with location and site number) and CFF-data were used to create this coverage. The Forest-boundary was used from the CFF and replaced and edgematched to the Forest-provided coverage. Source and method was populated for all arcs. The data set was checked for dangle and label errors. Any errors were corrected and topology built for polygon and arc. FOREST_NUM, GISLINK2, LOCATION AND SITE were then populated. A region subclass for location (loc) was then created. Technical: Forest-provided input is the basis for this layer. The Forest submits either a digital coverage or manuscripted data for this coverage. The smallest breakdown within this coverage are the site boundaries. The location boundaries are a region sub-class and are created by using the location information contained on the GISLINK2 item stored on the site polygons. The outer limits for this data is the Forest boundary (which means the Forest boundary is always coincident with the existing vegetation data). When the Forest provides a digital coverage, it will normally be a District-wide coverage and the GISLINK2 item information will be part of the polygon data. GISLINK2 is the concatenation of the site and location number. Create a label point coverage by going into ArcEdit and selecting all the label points and putting them out to a coverage called existveg_lab. This will be used later to rebuild the existveg polygon coverage. Build the Forest-provided coverage for lines; run renode on the coverage. An overlay with quadrangle coverage is done on this coverage; the resultant coverage is a line coverage clipped at the quad lines with the quad name attributed on the arcs. The data is then processed by quadrangle with the master quad coverage. Creating the Coincidence with Forest Boundary: TVA extracts the Forest- provided data by quad name and puts it into a EXVEG coverage in the respective quad workspace. Then extract adm_unit from the master quad coverage and puts this data into an ADMIN coverage. Go into the EXVEG coverage and bring ADMIN coverage up as a backcover. Delete any arcs that show coincidence with the backcover. Go to the ADMIN coverage and set your tolerances to 0 and intersect arcs all. Get the EXVEG coverage and bring into the ADMIN coverage (this will also add all the correct items needed on the arcs). Calculate SOURCE_CODE and METHOD based on the proper codes. Select all and calculate EXISTVEG = 1. Fix any errors, dangles, etc. and save this coverage. Go to the master quad coverage; select adm_unit = 1 and delete. Set tolerances to 0; intersect arcs off. Get ADMIN. Save coverage. Other Coincidence (with roads and/or streams): If coincidence with other features (usually roads and/or streams) is desired, the Forest will provide a method of identifying coincidence. The normal process for this would be for the Forest to provide a mylar in which coincident data is identified by tracing over the existing data. This mylar would then be scanned and registered and used as a backcover for creating the coincidence. From master quad coverage extract ROAD = 1 and put into a coverage called ROAD. In the ROAD coverage, bring up the scanned coincident mylar as a backcover. Break the road arc as appropriate and code theme-id as EXISTVEG = 1 anywhere there is a "match" between the road data and the scanned coincident line. In the master quad coverage, delete all arcs where ROAD = 1. Set tolerances to 0; intersect arcs off. Get ROAD. Save coverage. From master quad coverage extract STREAM = 1 and put into a coverage called STREAM. In the STREAM coverage, bring up the scanned coincident mylar as a backcover. Break the stream arcs as appropriate and code theme-id as EXISTVEG = 1 anywhere there is a "match" between the stream data and the scanned coincident line. In the master quad coverage, delete all arcs where STREAM = 1. Set tolerances to 0; intersect arcs off. Get STREAM. Save coverage. From master quad coverage extract EXISTVEG = 1 and put into a coverage called VEG. In VEG select ROAD=1 and calculate $symbol to a color; select STREAM = 1 and calculate $symbol to another color. The VEG arcs will be white. Go through the VEG coverage and break and delete any white arcs that correspond (are coincident) with the colored road and stream arcs. Fix any errors, dangles, etc. and save this coverage. Go to the master quad coverage; select EXISTVEG = 1 and delete. Set tolerances to 0; intersect arcs off. Get VEG. Save coverage. At this point the existing vegetation data is complete. In the final processing phase, polygons will be created by extracting theme id EXISTVEG = 1 and built for polygons. The labels from the Forest-provided coverage will be associated with the resulting polygons. The FOREST_NUM is calculated based on information provided by the Forest; GISLINK2 is used to create the redefined items LOCATION and SITE. A region sub-class based on LOCATION is created.

The data were reprojected from UTM 12N NAD27 to UTM 12N NAD83 using the NADCON transformation. The data were converted from Version 1.x of the USDA, Forest Service, Southwestern Region Personal Geodatabase to Version 1.2 of the USDA, Forest Service, Southwestern Region Personal Geodatabase In the USDA, Forest Service, Southwestern Region Personal Geodatabase (v1.2), some of the Source_Code and Method attributes have been moved to the main overlaying Feature Class from the Arc Feature Class, or, have gone from Arc Level Metadata to Feature Level Metadata. This was done in order to simplify the geodatabase for editing and maintenance. In many cases, polygons or lines are from a single source and method, which is promoted to the feature level metadata. When the polygons or lines are not from a single source (or dominant source), or use different methods, the code that has the least accuracy associated with the feature has been promoted. Also, nationally in the Forest Service, attributes that were labeled Source or Source_Code have been changed to Data_Source, which has a slightly different domain. The script and data loading process to version 1.2 automates those changes.
