Description:
Abstract:
This feature class depicts ownership parcels of the surface estate. Each surface ownership parcel is tied to a particular legal transaction. The same individual or organization may currently own many parcels that may or may not have been acquired through the same legal transaction. Therefore, they are captured as separate entities rather than merged together. This is in contrast to Basic Ownership, in which the surface ownership parcels having the same owner are merged together. Basic Ownership gives the general user the Forest Service vs. non-Forest Service view of land ownership within National Forest boundaries. Surface Ownership gives the land status person the current historical snapshot of ownership within National Forest boundaries.
Purpose:
The purpose of this feature class is to depict and label the administrative and ownership boundaries on the National Forest. The feature class will be used to provide information on surface ownership for any necessary analysis.
Supplemental_Information:
This feature class was derived from the cartographic feature files (CFF's) for the Primary Base Series 7.5 minute quadrangles provided by the USDA, Forest Service, Geospatial Service and Technology Center (GSTC). The CFFs may have been augmented with data from a variety of sources (GPS, DOQQs, hardcopy maps) per direction from Forest specialists.

NOTE: THE INFORMATION BELOW PERTAINS TO THE COVERAGE DATA MODEL General: Vintage 11 CFF digital data was used to create this coverage. Source and method was populated for all Any errors were corrected and topology built for polygon and arc. Polygon attributes were then populated, as appropriate, with information provided by the Forest. Three region subclasses were created: fs_own (Forest ownership), adm_unit (Forest boundary), and adm_dist (Ranger district). Technical: The CFFs will be the basis for the ownership data. The ownership coverage and sub-classes will eventually be replaced by the Automated Lands Project (ALP) data when it is complete for each of the respective units. Because this layer will be replaced by the official land boundaries at a later date, no Forest data will be allowed to supplement this data. The ownership data has three sub-classes: 1) administrative unit (generally the National Forest boundary), 2) the administrative district (generally the Ranger District Boundary) and Forest Service ownership (National Forest System ownership). The theme ids are populated based on the CFFs in a standard list. Each sub-class can then be extracted from the master quad coverage and reviewed for completeness. Any gaps in the boundaries will need to be resolved. If there are gaps in the data, further investigation into the arcs in the CFFs may show a miscoded arc(s) or further information from the Forest may need to be furnished. At this point the ownership data is complete. When the polygon output coverage is produced in the final processing phase, the polygons will have the following items added and populated. These items will be populated based on information from the source materials and/or input from the Forest and the manuscripting key/rules in the Data Specifications document: FS_OWN_CODE REGION_NUM ADM_UNIT_NUM DIST_NUM DIST_NAME To create the labels for this theme a coverage called owner_lab will be created and the above items added and populated. To generate the final output coverage for owner the AML (r3makeowner.aml) will be run. This AML will extract the fs_own, adm_unit, and adm_dist arcs from master. Then adds the labels from owner_lab and checks for polygon label errors. Finally it will generate the region subclasses for all three types.

The data were reprojected from UTM 12N NAD27 to UTM 12N NAD83 using the NADCON transformation. The data were converted from Version 1.x of the USDA, Forest Service, Southwestern Region Personal Geodatabase to Version 1.2 of the USDA, Forest Service, Southwestern Region Personal Geodatabase In the USDA, Forest Service, Southwestern Region Personal Geodatabase (v1.2), some of the Source_Code and Method attributes have been moved to the main overlaying Feature Class from the Arc Feature Class, or, have gone from Arc Level Metadata to Feature Level Metadata. This was done in order to simplify the geodatabase for editing and maintenance. In many cases, polygons or lines are from a single source and method, which is promoted to the feature level metadata. When the polygons or lines are not from a single source (or dominant source), or use different methods, the code that has the least accuracy associated with the feature has been promoted. Also, nationally in the Forest Service, attributes that were labeled Source or Source_Code have been changed to Data_Source, which has a slightly different domain. The script and data loading process to version 1.2 automates those changes.
