Abstract:

blh_basicown: This shapefile represents the surface ownership of the land including all closed lands cases that were in the backlog since 1996 through October 1, 2004. It does not include any of the cases that remain pending. Three user attributes: 1) basic_own_id -- a control number (CN) generated by Oracle to uniquely identify each basic_own parcel across all Forest Service units. 2) owner_code -- a 2 digit code identifying one of eleven specific ownership types. 3) ownership_name -- full name of the managing agency corresponding to the owner_code.

This shapefile represents land status and land survey information for the Black Hills National Forest in South Dakota and Wyoming;. Source data is BLM Geographic Coordinate Data Base files, USFS Cartographic Feature Files, USFS Status Atlas hardcopy maps and supplemental maps. Attributes are stored in Info and/or Oracle tables.

Purpose:

The purpose of this coverage is to provide spatial and tabular data for use in displaying, identifying, and analyzing land status, land survey, and administrative boundary information for Forest Service lands specialists, GIS specialists, natural resource planners, and management.

Ownership information is >99% accurate for National Forest System Lands, >90% accurate for adjacent non-FS lands. Survey parcel attributes are >99% accurate for all lands.

Logical_Consistency_Report:

Data were checked for polygon closure and confirmed. Source data was a single Land Survey coverage of the Black Hills NF constructed by Forest survey staff, therefore, this Forest is not subject to edge-matching errors between PLSS Townships that are often present in similar National Forest Lands datasets derived from individual (GCDB) township files.

Completeness_Report:

Features represented in the BASIC_OWN, SURF_OWN, and other real estate themes are complete with respect to current lands of the National Forest System. Other lands within National Forest boundaries are complete with respect to surface management authority based upon National Forest Visitor Maps, and USDI BLM Master Title Plats, current at time the theme was compiled, and reflect subsequent Land transfers of which USDA Forest Service was a party in interest. Transfers between other, particularly non-federal parties may not be depicted. Lands outside official Forest or Grassland boundaries are simply indicated as "NON-FS" except where such lands were the subject of recorded Forest Service Land Adjustment transactions.

Features of the Public Land Survey System (PLSS) represented in the SECTIONS, TOWNSHIPS, SEC_BREAK, TRACKS AND SP themes are complete.

Features of administrative themes ADMIN_UNIT, PROCLAIM_BDY, RANGER_DIST, COUNTY are complete. STATE boundary theme is complte within the extents of the coverage, but does not show the entire state of South Dakota, or Wyoming.

WILDERNESS theme is complete.

Varies with source of underlying Surveys and Cartographically derived physical features. The latter were generally derived from USGS and Forest Service map products with a target scale of 1:24000, features derived from actual surveys have an error estimate range of 0.5-5 feet in both X and Y.

WARNING: Line attributes refering to source and method of survey in this coverage (.aat) were scrambled during dataset preparation, and should not be used. This is known error and will be addressed in future versions.
