Overview:
The National Fire Plan includes five key program areas. Estimated allocations to South Dakota include:

Firefighting Resources:

Staffing the most efficient level (MEL) of resources to provide prompt initial attack on wildfires.

  • Preparedness Organization:
    • Approximately 90 percent of the planned 35 positions for hire in FY 2001 have been filled as of 07/10/01

Rehabilitation and Restoration:

Assuring long-term efforts to improve lands unlikely to recover naturally from fire damage.

  • 26 projects selected for funding at a total cost of $5.3 million on the Jasper Fire and Flagpole Fire

Hazardous Fuels Reduction:

Targeting fuel management and reduction on high-priority areas, especially wildland/urban interface areas.

  • $3.4 million will support hazardous fuels treatment planning and operations in FY 2001
  • More than 6,300 acres of fuels reduction treatments planned statewide
  • 1,405 acres of treatment entered in the national database as of 07/27/01

Community Assistance:

Increasing community capacity to reduce wildfire risk and expand local economic opportunities on private, state, and tribal lands through federal and non-federal cost-shares. The community assistance programs in the National Fire Plan include:

  • State Fire Assistance:  $569,000 through the National Fire Plan, in addition to $415,000 of regular program funds, for technical training, funding and equipment, and FIREWISE workshops.
  • Volunteer Fire Assistance:  $77,000 through the National Fire Plan, in addition to $122,000 in grants for rural (local and volunteer) fire departments that protect communities with populations under 10,000 to improve their readiness for and response to wildfires, especially in the wildland/urban interface. Provides funding and technical assistance directly to these fire departments for training and equipment to improve protection capabilities across all land ownerships.
  • Economic Action Programs:  145,000 to help communities develop local solutions to environmental and economic concerns. Includes activities to address needs in areas affected by the 2000 fire season, including approximately $150,000 for fence replacement in South Dakota, support to planning and prevention in areas of fire risk, and grant funds to explore economic opportunities associated with utilization of material from fuel reduction.
  • Community and Private Land Fire Assistance:  Provides $475,000 to communities in burned areas. Includes $45,000 for hazard mitigation, $104,000 for forest stewardship, $45,000 for economic action and community fire planning, and $156,000 for fence replacement projects. Grants will support community planning and pilot projects to mitigate for past fires, reduce the risks of and prepare for future fires, and explore economic opportunities such as establishment of dry hydrants, stewardship planning and fuels management, hazard mitigation, and utilization of wood products from removed fuels.
