Emphasis is placed on the use of ICS in All Risk Incidents. The course emphasizes large-scale organization development; roles and relationships of the primary staff; planning, operational, logistical, and fiscal considerations related to large and complex incident and event management. It describes the application of Area Command and the importance of interagency coordination on complex incidents and events. The target group is Incident Commander, Command Staff, General Staff, and Branch Director trainees at the Type 2 Incident Management level, and Coordinator level trainees in the Expanded Dispatch curriculum.

DESCRIPTION
Introduction to Wildland Fire Behavior Calculations is the third course in a sequence of courses developing fire behavior prediction skills and knowledge. This course is designed to instruct prospective fireline supervisors in wildland fire behavior for effective and safe fire management operations. In the Wildland Fire Training and Qualifications System this course is required of those planning to work as a Strike Team/Task Force Leader on wildland fires. In the Prescribed Fire Training and Qualification System this course meets the requirements of those positions requiring a knowledge of basic wildland fire behavior calculations.
OBJECTIVE(S)
1. Determine what inputs are needed for completion of a fire spread nomogram.
2. Perform fire behavior calculations for rate of spread, fireline intensity, flame length, and area/perimeter growth using surface fire behavior nomograms and flat terrain spotting nomograms.
3. Prepare a fire perimeter map showing head, flanks, and rear of the fire in hourly increments.
4. Based on predicted fire behavior, identify areas where fire suppression limitations exist, and make recommendations for fireline location and safe control tactics including the use of backfiring and burning out.
5. Discuss applications of fire behavior predictions and recognize when predictions may be different from the observed behavior.

DESCRIPTION
This course is designed to meet training requirements and to teach prerequisite advanced fire behavior prediction skills for Fire Behavior Analyst (FBAN), Prescribed Fire Behavior Analyst (RXFA), and those planning and executing prescribed fire. Examples and exercises in the course are split between wildfire and prescribed fire applications. Participants will determine appropriate fire model inputs, make calculations with the Fire Behavior Predicting System (FBPS) models, and use calculated outputs to estimate fire growth and interpret fire behavior predictions. S-490 is a pass/fail course. Completion of a prework package is required. A precourse test will be used to rank candidates and determine participants. Course participants will be required to bring a laptop computer with BEHAVE installed to the training.
OBJECTIVE(S)
1. List the assumptions, limitations, and appropriate uses of Fire Behavior Prediction System Models.
2. Compute Fire Behavior parameters using advanced techniques to define model inputs and compute outputs.
3. Utilize Fire Behavior parameters to predict fire growth from a line source in complex terrain.
4. Predict when erratic fire behavior is likely and the associated impacts on Firefighter safety and operations.
PREREQUISITE(S)
1. Introduction to Wildland Fire Behavior Calculations, S-390 (1981 version or later)
2. Proficiency in the use of the Fire Behavior Program (BEHAVE system, FIRE1 and FIRE2) on a laptop computer.
3. Successful completion of approximately 20 hours of prework and a pretest.

This training is designed to train an individual to recognize basic fire regimes, the effects of fire treatments on first order fire effects, and to manipulate fire treatments to achieve desired first order fire effects. This course is considered to be the gateway course for prescribed fire positions. The target position of this course is the resource management specialist or a prescribed fire crew member slated for prescribed fire burn boss, monitor, or other prescribed fire positions. The training is designed so the participants work with the course material through discussion questions, group exercises and immediate feedback of results. Participants should be prepared to expect outside reading assignments during the course. Subject matter will include: ecosystem components (flora, soils, watershed, water, aquatic organisms, insect and disease, terrestrial animals), the human interface heritage resources, effects on health and safety, social-political concerns of fire use, ecosystem dynamics, the Fire Effects Information System (FEIS) and the First Order Fire Effects Model (FOFEM).
OBJECTIVE(S)
To recognize fire ecology and fire effects of important vegetation types and to plan and apply fire and alternate methods to meet desired results.

The concept of appropriate management response is integral to the new fire policy. Management responses are programmed to accept resource management needs and constraints, reflect a commitment to safety, be cost-effective, and accomplish desired objectives while maintaining the versatility to vary in intensity as conditions change. The appropriate response is defined as the specific actions taken in response to a wildland fire to implement protection and/or fire use objectives. It allows managers to utilize a full range of responses. This course is designed to train individuals in the management of wildland fires to accomplish resource benefits.
OBJECTIVE(S)
1. Identify the planning requirements for wildland fires managed for resource benefits.
2. Describe required implementation procedures, including all three stages of the Wildland Fire Implementation Plan (WFIP).

DESCRIPTION
This three day "practical" course is designed to review the fundamentals and describe the applications of fuel consumption and smoke emissions models (e.g., FOFEM, EPM) and smoke transport and dispersion models (e.g., SASEM, NFSPUFF). The afternoon of each day, participants will have "hands-on" training in modeling using local case studies. At the end of the course, students will be proficient in selecting the appropriate model for a burn, operating the model and interpreting the results.
OBJECTIVE(S)
1. Describe models available to predict fuel consumption, emissions production and smoke dispersion.
2. Describe the data required and level of expertise needed to operate models.
3. Select and apply appropriate models for particular situations.

DESCRIPTION
This course presents introductory level knowledge and skills needed to assist in the return of incident equipment and supplies to their issue point and to the supporting Fire Cache. Current documents used in the demob process will be reviewed, hazardous materials discussed, and new cache system items and information presented. The position is in the Incident Logistics Section and is widely used on incidents with over 500 people assigned and may last from three to five days.
OBJECTIVE(S)
1. Identify and sort supplies and property into pre-designated categories.
2. Assist in reducing costs associated with supply demobilization.
3. Aware of the appropriate federal hazardous materials regulations.
4. Coordinate the proper loading procedures for transportation of equipment and supplies.
5. Provide Incident Supply Units in completion of required documentation involved in demobilization of cache items.

DESCRIPTION
This course covers the operation and management of the Field First Aid Station. It is designed to train new candidates as well as refresh currently qualified Incident Medical specialist personnel. Content includes: Medication and Usage, Clinical Protocols and Procedures, Medical Emergencies on Incidents, Equipment, Preventative Care, and Social/Cultural Concerns.
NOTE: The refresher cycle for IMS Technicians is every (other) year. Technicians who last attended the training in 1996 must attend this year's course to remain qualified. IMS Managers and Assistants must attend the IMS Course yearly to remain qualified at their current level.
OBJECTIVE(S)
To work in and/or manage a Field First Aid Station as an Incident Medical Specialist.
PREREQUISITE(S)
* New candidates to the program should respond to items 1-4 below.
* Returning IMS Technicians need to submit nominations with documentation of items 1-3.
* Returning IMS Managers and Assistants need only submit a nomination.
1. Current Red Card.
2 Current Emergency Medical Technician certification, submit photocopy of current card with nomination.
3. Nominee must be currently active with an emergency medical care providing agency.
4. Submitted with the nomination form, a shot record verifying HBV vaccinations or a signed HBV Shot Declination Form.
