The GIS data available from this site are provided in ESRI Arc Interchange File (.e00).  All data available for download uses the current National ADS standard. Many of the data files have also been zipped for compression. Each zipped file will contain: ADS boundary and damage layers, and both ADS handbooks.  The zip file should be downloaded to your hard drive before they are expanded.
