The rainfall data was under-reported for several days during the month.
Data from the HSU library weighing-bucket rain gage was used to correct
the data.  Instead of applying a correction to each RSL 5-minute period
for a particular day, the data from HSU replaced all RSL 5-minute values
with one 5-minute period for the day that was recorded at 2355.
