Files of the type "rain"hy where hy is a hydroyear (e.g. 97) are 
output from the program rsl_rain_daily.f.  This program is used to compile 
the raw data information from all data dump files under a given
hydroyear into a single, formatted file.  The header of the file is 
the following:

>Rainfall Records
>USDA Forest Service
>Redwood Sciences Laboratory; Arcata, CA
>Start: 96  7  1
>End:   97  6 30
>Date     Time  Rainfall(in)

Notice that the last line of the header shown above indicate the 
format of the numeric output.  Output is a delimited format; at least 
one space separates the numeric columns.
