Nonwoody Fuels The Nonwoody fuels stratum describes herbaceous vegetation including grasses, sedges, rushes and forbs in primary and secondary layers. Not all fuelbeds contain a Nonwoody stratum or both nonwoody layers. Primary layer: Main vegetation layer distinguished by height, form, species composition or any other user-defined characteristic. Secondary layer: Secondary user-defined vegetation layer.
