The Forest originally proposed a programmatic amendment to its 2004 Land and Resource Management Plan in response to new information and State law and rule changes related to off-road vehicles (ORV) types and use. The final State rules removed the need to amend Plan standards. Under the 2012 Planning Rule, the minor changes in ATV and UTV definitions now fall under "Adminstrative Changes"' and a Decision Memo is not required.
