1. Refocus and strengthen IRM decision making process at USDA.
2. Define and institute a process that firmly integrates business and IRM planning.
3. Develop incentive-based strategies to ensure success of IRM Modernization.
4. Define a set of architectures to guide integration of information resources.
5. Develop USDA-wide contracts in support of enterprise architectures.
6. Define structure to analyze IRM business processes/services and perform BPR/BPI.
7. Publish practical, useful LCM procedures.
8. Improve IRM project management within the USDA.
9. Develop an electronic information environment to facilitate information exchange.
10. Establish a communication mechanism to facilitate and promote technology transfer.
