Draft management plan is in the USDA for review. John Gavin, new WO employee
will be trained to be the dedicated WO DAR.
WO only ones able to place dedicated circuits, Phone Cards etc. at the
R/S/A/I. DAR s must share the information with others in the R/S/A/Is.
Cleveland Barnett is an Interim DAR for WO.
Each location needs to provide the A76, benefit cost analysis, the
optimization process for USDA etc.
Line Officer must sign off on the identified telecommunications need.
DAR will place orders for FTS 2000 cards, and review the circuit orders.
DAR s - What is the impact of this?
WO Dedicated DAR will have authority to place orders (The Only Place)
Broader coverage than just FTS Orders
Interagency Sharing process will be thru the USDA.
FS will probably be the lead agency on many of the interagency sharing
sites.
***Last week - Request for Agencies within 30 miles - About 50% of the
sites will require USDA involvement. For other agency coordination, we must
be proactive: Which Agencies are within 30 miles, Where, What Services
Needs, Future Plans by agencies: FS, FSA, NRCS, and APHIS, etc., Contacts,
Addresses, etc. USDA to make the decisions about the interagency sharing.
Start with the biggest of the biggest offices first on a priority basis.
USDA will MAKE the decision on ALL Telecommunications interagency sharing
sites.
Job Corps Center (JCC) System Requirements Department of Labor (DOL)
- Linda Goodman, Wilma Vialpando, & Peter LaNore
DOL wants a common computer system at all JCC sites. JCC Systems to have a
common records application. There are 18 JCC with an average of 50-65 +/-
employees each (about 1/3 of staff works nights). DOL will pay for site
preparation and systems.
Internet access to every classroom and dormitory in JCC. Get Connected (GS)
computers are for the enrollees. Plans to have fiber optics installed by
DOL.

Integrated 615/CIS Systems Overview (See H/O - Distributed to impacted Regions)
DOL s CIS System is also IBM. DOL Requires PC based Workstation, DOL
Application S/W will not run on the Xterminals. Servers are small
Workstations (53P - small servers). DOL pays for things needed for the DOL
JCC processing.

IBM has proposed hardware from IBM Contract.
Individual sharing by various individuals about their needs
Bonnie Ainsworth, Resource Clerk, Medicine Bow NF (R02F06A)
Uses voice synthesizer, TV interface and screen reader for materials,
currently uses CEO_Connection for interface for DG special permit
preparation. Being able to set contrasts on the device is important. Glare
issues are also important. Be specific to identify each individuals needs.

We need to be aware of the training needs for accessibility employees.
Plan is to add accessibility items to the IBM Contract. USDA Target Center
is involved in the acquisitions.
National Application Migration Project (NAMP) and Year 2000 - Steven Deep

H/O 5: - Overhead Summary
Working on the DG to IBM platforms.
WO IS&T Meetings with Sponsors are complete.
Paycheck application on the IBM has been working for 3 paychecks and will
distribute end of May for the IBM Users (EMAIL). Will have some
enhancements. This phase will use DG Concentration points for time being.
APOS/PWPS will be distributed later this

Training module (TIPS) is a priority for IBM Platform.
"Porting" to the IBM will be a norm for many of the DG Applications

Question: Will DG travel go to the Microcomputer platform? Being looked
at, but process for distributing the software is an issue. There are no
current plans for a national PC application of any kind right now.
Travel Card program (PCMS Application) will be implemented but not
especially on a PC platform. NFC says they are ready to release the
application. Some proprietary software issues, (require third party
software). Licensing is an issue for the end-user. Jack A. "We will not be
upgrading PC s to implement this application, however"

H/O 7: - Draft FSM 6620 - Computer Software Management (Dated: 5/12/97).
Region 6 has agreed to provide a handbook for Application Developers and
provided an FSWEB Site for this Checklist process for use by developers and
contractors. *** We do need to remember that new development requires
Technical Approvals ***
IMCG will also be commenting on the 6620 Draft
Checklist will be used for ALL future S/W releases.
Process will use a common way of doing the Charter, Life Cycle, A11, Process
Flow, and Technical Approvals linked together as a progressive way of
updating reports. The information Management Repository would be used as a
place to keep the historical records on each development.

Informal "Adhoc" Applications
For information that is not to be released as an officiallly supported
application or software, items like template, formats, short process for a
simple process, not requiring a database or long-term application to be
developed.
Provide a process to put this type of material on the R/S/A/IWO FSWEB page,
with retrieval instructions, an abstract for Intranet use.
Intranet Policy:
Intranet Software will be released in a week or so. (See Daily Operating
Guide)
Draft policy to be done.
Question: Can we make Intranet be a vehicle for changing the way we do
work? (Instead of using Distribution Lists "Mailing List", etc.)
Ways to find new material will be important.
Use care in routing people on the Internet to other WEB sites. (

IBM Concerns Discussions:
Are we, as an agency, prepared to do this implementation, let alone the
policies and procedures to implement it? (Such as Microcomputers, Internet,
IntraNet, etc.)
*** "It is not acceptable to wait on installations of IBM Technology once it
is delivered.
Management of IP Addresses for the FS is a weak point (Recent filling of 2
WO Telecommunications vacancies will help with this issue.)
Training:
Applix 4.3 has many changes, there is a good document that shows these
recently distributed to the field. Training documentation will need
changes to reflect the changes in the menu, and look and feel.
General Users will probably require about 3-4 days of training to be
sufficient with the IBM . The range in amount varies from about 2 days to 8
to 10 days depending on Regional location and approach.
Radio Frequency Allocation/ Spectrum Changes:
There is not a priority yet in the WO for implementation of the
"narrow-banding" of FS radios.
Organizational Considerations:
*** Workforce reductions are having significant impacts. Jack Arthur is
talking to the NLC about this.
Information Management Changes
Differences in Management Philosophy
Need care in the FOIA information releases done through the Intranet and
Internet.
E-mail Discussions:
Capture message or information items of broad general interest and put on
the Intranet or the local system bulletin board.
More filters are needed of conversion of documents between the DG, PC and
other systems to allow for two way flow from and to the IBM Systems.
We need to appeal to employees to change the old habits. *** Do this at
the E_Mail overview training for new users.

Regional FSWEB Home page should reference the WO FSWEB also.
People locator (Directory) could be automated and put on the IBM System.
Open Mail is powerful and has capability to resolve the addressing issues.
Wednesday Meeting Notes (FS/BLM):
BLM/FS Common Views: - See the FSWEB page for summaries of Overheads and
presentations
BLM Overview - Gayle Gordon, CIO, BLM
About 20 BLM personnel attend this combined meeting. BLM has about 10K
employees, 65% started out on AIX and 35% on Microcomputers.
All Administrative applications are on the IBM platform. Some of these are
PC based for a total of 11 systems.
BLM has been involved with a study of staffing and skill assessment.
Results? Core competencies? Connectivity has been an issue?
BLM had additional funding for the implementation of technology. (Certainly
not the case with the FS- Why Not?)
Some questions related to BLM were, what should we manage centrally verse
decentralized? Are Staff adequately trained to do there jobs? Do we have
an adequate mix of staff and contractors?
BLM uses an IRM Board for advice and counsel on information technology.
Related to internet, BLM has a "push/pull experiment ongoing related to data
across the firewall and sharing with others.
Security is a balancing of access and protection, and weighing of the
"trusted user" seeking appropriate consistency.
BLM uses the Intranet for directives
FS/BLM Goals:

Integrated Data - Sharing emphasis verses exchanging data. A Big
difference!

The FS has about 32K employees.
FS Issues include: Installation and Conversion from the DG to IBM, Office
Automation (AO) replacement , Internet Protocol (IP) Addressing, Conversion
and Migration of Applications (Referred to by BLM as Rehosting of
Applications verses Business Process Engineering (BPR) or Conversion,
Implementing of the GIS Capabilities, dealing with oversight and reviews and
Standards.
Joint FS/BLM Goals:
FS Budget is in the same appropriation as BLM Interior and Related Agencies

Oversight from USDA
Joint Sharing is occurring at surface level, cooperation is evident, but
deeper sharing is needed (Interoperation).
FS can t be isolationists

IBM & ALMRS Overview - Dave Little, BLM / Al Flesh, FS
ALMRS:
E-Foia being meet in the BLM with Public viewing rooms in a limited number
of offices.
BLM is providing context sensitive online help for BLM rehosted applications
ALMRS is being expanded for nationwide use by adding land survey types to
cover the nation. ALMRS will be implemented over a two year phase-in
situation. (Depends on funding from Congress.)
IBM:
Original Contract was awarded in February, 1995
Issues discussed included; how do we decide who gets PC s? Initially we
will need some common use PC s in each office for those items that will
reside only on the PC.
Some PC s will be at every office.
BLM is leaning toward a AIX/Windows NT or Win95 scenario for the future.

AutoCAD will not be supported on the AIX Platform after Release 14.
Future will see WEB accessibility for applications

We must resolve the DCE/DFS differences between the agencies.

BLM:
Issue in BLM of differences / inconsistencies between the PC and AIX
versions. BLM is looking at a "suite" environment for the future.
Agency is moving to 100 Base T networks in offices.
Wants to have a dual platform in the agency by 1999. (There is more than
that now).
Engineers are using other Unix boxes for applications.
BLM uses a Configuration Management Board related to Information Technology
(IT) investments.

FS AIX - More filters coming for the Applixware.

Thursday Notes (FS):
IRM Planning Discussions - Jack Arthur
The business of IS&T related to Information management. Our role in
managing and facilitating information as related to the IM Framework Report,
in addition to the implementation of the IBM technology. Two roles are
developed respectively, Chief Information Officer (CIO) verses Chief
Technology Officer (CTO).
IRM planning now primarily relates to the technology implementation. We
need to view the extent of the job we will focus on in the future. IRM
should not be a "motherhood" but should be results oriented or direction
setting.
TA's, B/C, project plans may be the connection between these roles. The
overall strategic roles of IS&T personnel in this effort maybe to clearly
identify the significant impacts of application / systems development and
how this information is disseminated throughout the FS. IS&T needs to be an
integral part of the advice and counsel provided to FS management (Line).
Staff work from IS&T is needed to inform the managers to help set realistic
expectations at a national level. (Providing a framework for change in the
future).
What is the forum for real IS&T input to the future of systems?
Potential resolution:
Address through the A11 - an analysis of impacts of various initiatives
gathered from a service-wide assessment as basis for input for future A11
(Use current A11 as basis for ranking, costs, impacts, time-frames, etc.
for basis of October Directors Meeting).
Installation DRAFT schedule dated 5.14.97 were distributed . Items ordered
in the 3rd round that do not require IBM Install will be shipped ASAP . IBM
is willing to ship these other items sooner, if identified.
Approval for IBM Systems by USDA is for next 20 months. (Through Round 6).
PC Integration - Mike Travis

Platinum is a light weight DFS integrator running on the PC with
connection to DFS server and AIX files, allows users to be redirected
to another server, if needed..
PC Enterprise will be loaded on the AIX Server and downloaded to the
Microcomputer. OSE will provide instructions.
Instruction for other loading will be needed, OSE will provide..
Lexmark printers will support multiple streams of data. (Region 3 has
one of these for testing, Color Laser is applicable for larger
offices).
Printer Que. management was discussed. Printer memory upgrades helps
relieve the printer issue.
Platinum will probably be used for printer management.
Open Mail issues are being worked on. Key is for consistency naming
and addressing. .
IBM Contract will allow for retro-fit of existing PC's

All RO's have gateways.
More gateways needed
All is not perfect.
Some fixes are on the way. Double click on .W42 to start an Applix

FS bought the source code on the Mail*I software.
We are all partners in the EMAIL cutover
Gateway Configurations -
DG and OpenMail Server married in one cell.
Large office easily tend toward getting saturated.
More gateways are needed.
FS has 50 licenses for Gateway software.

$ 47 Million of authority from the USDA
Might need to add the PC costs to our estimates.
Update of HMS will be done as soon as possible for Round 4 orders
Contract modifications should be in place by Mid June.
Cost Performance will continue to be an issue for the future as it was in
the past.

to ease shipping and distribution of Microcomputers***.
All PC s will be managed under the Corporate environment just like X
terminals were previously.
Round 4 we will use same considerations as round 3 for sizing and cost
performance. A stress test was performed that confirmed the configuration
model.
Be aware of the number of simultaneous users for planning and configuring of

Currently we operate under a "Moratorium" related to PC s. Options were
discussed. Some issues were related to the IBM Contract options /
modifications, etc. How we could buy PC s for immediate needs. WO has
prepared a draft ID to replace the current ID with the $ 50K limit.
Currently we could consider buying off the APHIS contract, but real issue
may be the Laptops, not the Desktops, until the IBM Contract has been
modified.
One Option would be more authority, but buying from existing USDA ISAP
contract, like for an additional $50K of authority. This will be done by an
ID between now and the IBM contract modification. It is not expected that a
TA will be required for an IBM Contract Microcomputer acquisition. These
systems will be capitalized at time of acquisition.
Policy will not be to support all of the many creative ideas for all things
to all people.
WCF for PC s
We should expect to capitalize ALL of the Microcomputers added to the
IBM Systems in the FS.
Previous Micros also need to be added if it has system life remaining,
per manual direction.
