The Food Security Act of 1985, (Public Law 99-198, Section 1231; 16 U.S.C. 3831). Authorizes the Secretary of Agriculture to carry out a conservation reserve program with owners of highly erodible cropland to conserve and improve soil and water resources on farms and ranches. 3350.2 - Objective. To convert highly erodible cropland from the production of an agricultural commodity to a less intensive use, such as pasture, permanent grass, legumes, forbs, shrubs, or trees. To the extent practicable, plant trees on a minimum of one-eighth of the acreage of land in the conservation reserve. 3350.3 - Policy. The Forest Service shall: 1. Develop tree planting plans on designated eligible acres to be planted to trees. 2. Certify practice completion according to standards and specifications and provide technical follow up for necessary maintenance items included in the plan for tree planting practices. 3. Concur with the Soil Conservation Service (SCS) and the Extension Service (ES) on recommended minimum practice standards and specifications recommended by the State Conservation Review Group. 3350.4 - Responsibility. The Director of Cooperative Forestry shall represent the Forest Service on the National Conservation Review Group. Regional Foresters and the Area Director shall designate a representative to the State Conservation Review Group. 3350.5 - Technical Guidelines 3350.51 - National. The Forest Service shall develop national forestry practice guidelines for the Agricultural Stabilization and Conservation Service. 3350.52 - State and Local. State Foresters, as representatives of the Forest Service, develop state and local forestry practice guidelines for State Conservation Review Group approval. 3350.6 - Program Evaluation. The Forest Service shall periodically evaluate the quality and effectiveness of tree planting and technical assistance provided to landowners.
