MIKE DOMBECK Chief FSM 3100 - COOPERATIVE FIRE PROTECTION WO AMENDMENT 3100-98-11 EFFECTIVE 7/22/98 CHAPTER 3140 - EXTREME FIRE SITUATION PROGRAMS 3142 - FEDERAL EMERGENCY MANAGEMENT AGENCY FIRE SUPPRESSION ASSISTANCE PROGRAM. 3142.01 - Authority. Emergency fire suppression assistance to State governments is authorized by section 420 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act as amended (Pub.L. 93-288, 42 U.S.C. 5121 et seq.) through the program administered by the Federal Emergency Management Agency (FEMA) with assistance from the Forest Service. The act authorizes FEMA to provide assistance, including grants, equipment, supplies, and personnel, to any State for the suppression of any fire on publicly or privately owned forest or grassland, which threatens such destruction as would constitute a major disaster. 3142.03 - Policy. Provide appropriate, effective assistance and advice to the Federal Emergency Management Agency (FEMA) on efforts to assist States during extreme fire situations that are beyond State and local capabilities. Employees who agency appointed to serve as Principal advisors to FEMA are expected to give priority to the FEMA mission. 3142.04 - Responsibility. 3142.04a - Director, Fire and Aviation Management Staff, Washington Office. The Director of Fire and Aviation Management has the responsibility to work with FEMA on developing national policy and guidelines to ensure that Forest Service assistance satisfies FEMA's needs and requirements for the effective implementation of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (P.L., as amended; 42 U.S.C. 5121 et seq.). 3142.04b - Regional Foresters, Area Director, and Institute Director. Regional Foresters, the Area Director, and the Institute Director have the responsibility to provide Principal Advisors to FEMA upon FEMA's request (FSM 3142.04c, 3142.1). 3142.04c - Principal Advisors. Principal Advisors to FEMA have the responsibility to: 1. Complete required FEMA forms and reports, coordinating as needed with State Foresters and FEMA officials (FSM 3142.2). 2. Assist the States with development of requests for fire suppression assistance. 3142.1 - Qualifications of Principal Advisors. Identify and assign Principal Advisors to FEMA based upon their qualifications in the following areas: 1. Knowledge and understanding of FEMA programs, section 420 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and the Federal Response Plan. 2. Knowledge of local and regional fire situations and values at risk. 3. Knowledge of the established network of local and regional firefighting forces and dispatch/coordination centers. 4. Knowledge and understanding of wildfire behavior and prediction systems and ability to evaluate potential for fires to become catastrophic. 5. Understanding of fire effects on the landscape and post- disaster impacts. 3142.2 - Reports. Provide information and reports related to the FEMA fire suppression assistance program as directed in FSM 3182.3. Work with the State Foresters and FEMA to complete FEMA Form #90- 91, Damage Survey Report - Data Sheet, following a fire suppression assistance grant award. The Principal Advisors must complete and submit to FEMA Report #90-32, Principal Advisor's Report for Candidate Fire Suppression Assistance Grant Fires.
