To assist in achieving efficient State wildland fire protection programs through loans; procurement and leasing of Federal equipment and property; and shared equipment development and testing. 3120.3 - Policy. 1. Assist States in determining fire equipment and supply needs and in acquiring and managing fire equipment and supplies in the most efficient manner consistent with law. 2. Loan Federal excess personal property to States to achieve efficiency in the State fire protection program. Monitor the use and administration of that property. 3. Monitor the administration of accountable personal property purchased in whole or in part with cooperative fire protection program funds. 3121 - LOAN OF FEDERAL EQUIPMENT. Guidance for the loan of equipment through the Federal excess personal property program is included in FSH 3109.12, Property Acquisition Assistance Handbook, and the interagency FEPP Desk Guide; Federal Excess Personal Property Program (FSM 3107.2).
