Superseded New Document Name (Number of Pages) 3110 3 3 Digest: In addition to the specific changes noted by code, this amendment incorporates minor technical and editorial changes throughout chapter FSM 3110. 3110.3 - Removes the policy regarding exhibition and use of the living symbol of Smokey Bear at the National Zoological Park in Washington, D.C., formerly in paragraph 1e. 3110.4 - Changes the responsibility for cooperative forest fire prevention program administration from the former Cooperative Fire Protection Staff to the Director, Fire and Aviation Management Staff, Washington Office. Changes the name of the Washington Office staff from the former "Office of Information" to the current "Office of Communications." Adds responsibilities of the National Cooperative Fire Protection Specialist, National Conservation Education and Fire Prevention Symbols Coordinator, and Representatives of the Advertising Council to the list of members on the Cooperative Forest Fire Prevention Executive Committee. MIKE DOMBECK Chief FSM 3100 - COOPERATIVE FIRE PROTECTION WO AMENDMENT 3100-98-5 EFFECTIVE 7/22/98 CHAPTER 3110 - COOPERATIVE FOREST FIRE PREVENTION For further direction on cooperative forest fire prevention (CFFP), see FSH 5109.18, Wildfire Prevention Handbook. 3110.2 - Objective. To create and maintain public awareness about forest fire prevention. 3110.3 - Policy. 1. Use Smokey Bear as a vehicle to convey wildland fire prevention messages through: a. Public service advertising; b. Educational activities, which may include school programs and distribution of posters and other handout materials; c. Commercial licensing of the Smokey Bear name and artwork; d. Personal appearances of Smokey Bear; and e. Smokey Bear awards. 2. Stimulate active support of the cooperative forest fire prevention program from and provide assistance to the States and other public agencies, schools, businesses, industries, civic clubs, and any group or persons interested in preventing human- caused wildland fires. 3110.4 - Responsibility. 1. Washington Office. a. The Chief reserves the authority to review and approve or disapprove national fire protection programs and agreements. b. The Deputy Chief, State and Private Forestry, has the authority and responsibility to consult with the National Association of State Foresters Executive Committee as required by 16 U.S.C. 2101. c. The Director, Fire and Aviation Management Staff, Washington Office, has the authority and responsibility to administer the CFFP program. 2. Regions and Area. Each Regional Forester and the Area Director are responsible for assigning responsibility for the CFFP program to one Staff Director, who assigns a member of the staff as the Regional/Area CFFP Coordinator. 3110.6 - Role of Cooperative Forest Fire Prevention Executive Committee. The CFFP Executive Committee provides counsel to the Director of Fire and Aviation Management concerning policy, major procedures, and licensing. The members include four State Foresters appointed by the Chair of the National Association of State Foresters (NASF); representatives of the Advertising Council; and five Forest Service employees from the Washington Office: Fire and Aviation Management Staff Director; two National Cooperative Fire Protection Specialists; the National Conservation Education and Fire Prevention Symbols Coordinator; and a representative of the Office of Communications. The Director of Fire and Aviation Management serves as Chair and the senior State Forester from among the four State Foresters appointees serves as Co-Chair. 3111 - SMOKEY BEAR AWARDS PROGRAM. (FSH 5109.18, ch. 20). 3111.02 - Objective. To recognize individuals and organizations for outstanding service in wildland fire prevention (FSH 5109.18, sec. 26). 3112 - COOPERATIVE FOREST FIRE PREVENTION PROGRAM IMPLEMENTATION. Guidelines for the implementation of the CFFP program, including Smokey Bear awards and the development and distribution of Smokey Bear items, are contained in FSH 5109.18.
