Legislative authority for Forest Service energy programs is given in FSM 1023 and interpreted in FSM 1500, FSM 2400, FSM 2700, FSM 2800, FSM 3000, FSM 4000, FSM 5000, and FSM 7000. A Department memorandum to agency heads and Executive Order 12003 provide additional authority and guidance for energy management. Energy management of internal operations is covered in FSH 2109.31, Department of Agriculture Energy Management Plan. 2170.2 - Objectives. The objectives of energy management are to: 1. Conserve energy in the conduct of Forest Service programs and in the operation of Forest Service facilities, and to improve efficiency in the production and use of wood products. 2. Minimize undesirable consequences associated with development of renewable and nonrenewable energy source extracted from forest lands. 3. Facilitate recovery of fuels from forest lands and implement programs to support production and use of alternative fuels. 4. Provide leadership and support for environmentally acceptable and scientifically sound development, production, and use of all energy resources from forest lands. 2170.3 - Policy. It is Forest Service policy to: 1. Optimize energy use from renewable resources. 2. Provide national leadership to the forestry community in the production of forest biomass for energy. 3. Incorporate energy conservation, development, and production in Forest Service activity plans. 4. Conserve energy in the operation of Forest Service facilities. 5. Improve energy efficiency of silvicultural, harvesting, processing, manufacturing, and construction systems through research, development, and application. 2170.4 - Responsibility 2170.41 - Deputy Chiefs 2170.41a - Deputy Chief, NFS. The Deputy Chief for the National Forest System shall: 1. Compile information required by the Resources Planning Act (FSM 1910.41a) and other legislation to assess all energy production and development impacts on National Forest System lands and on related programs. 2. Identify National Forest System energy research needs. 3. Facilitate environmentally acceptable development of alternative energy resources on National Forests including biomass, mineral, solar, hydro, geothermal, and wind resources. 2170.41b - Deputy Chief, S&PF. The Deputy Chief for State and Private Forestry shall: 1. In cooperation with State Foresters, plan, develop, and implement programs to facilitate production and use of renewable forest and urban biomass for energy. 2. In cooperation with State Foresters, develop and implement environmentally acceptable marketing and use systems for forest and urban biomass. 3. Compile information required by the Resources Planning Act (FSM 1910.41a), and other legislation to assess the impacts of energy production and conservation on State and private programs. 4. Identify State and private sector biomass and forest land energy research needs. 2170.41c - Deputy Chief, Research. The Deputy Chief for Research shall: 1. Coordinate overall Forest Service biomass energy activities and serve as primary contact with the Department of Agriculture Office of Energy and other agencies concerned with energy production, energy conservation, and related environmental issues. 2. Coordinate all energy-related research activities and priorities with other Deputy Chiefs to ensure appropriate response to critical needs. 3. Coordinate Forest Service efforts with other agencies in the development of international energy initiatives related to forest lands and use of forest biomass. 4. Develop State-wide inventories of forest biomass and compile information resource information required in the Resource Planning Act (FSM 1910.41a) and other legislation and to support the biomass energy program. 5. Identify and prioritize overall energy research needs. 6. Conduct research on silviculture, harvesting, transportation, conversion, utilization, and environmental impact relative to the use of biomass for energy. 2170.41d - Deputy Chief Administration. The Deputy Chief for Administration shall: 1. Ensure that the Job Corps Centers and other human resource programs are carried out in an energy efficient manner. 2. Ensure that operations and materials used in leased and other externally owned facilities are energy efficient. 3. Require Forest Service contractors to use energy efficient practices. 2170.42 - Regional Foresters and Area Director. Within their areas of responsibility, Regional Foresters and the Area Director shall: 1. Develop plans, programs, and training that contribute toward agency energy production and conservation objectives and shall coordinate Forest Service energy management activities with those of other agencies involved in energy development, production, conservation, and use. 2. Maintain liaison and promote cooperation on energy- related matters with regional Federal offices, State energy offices, and related organizations. 3. Consider energy resource production and conservation requirements in the national Resource Planning Act (FSM 1910.41a) process. 4. Demonstrate and implement new methods for silvicultural and harvesting forest biomass treatments and for other energy resource management programs. 2170.43 - Station Directors. Within their areas of responsibilities, Station Directors shall provide: 1. Direction and coordination of research supporting agency energy programs. 2. Technical expertise in biomass energy demonstration, application, and related activities to help meet Forest Service objectives. 3. Representation on the Forest Service Regional and Area energy coordinating committees.
