MEMORANDUM OF UNDERSTANDING BETWEEN U.S. DEPARTMENT OF STATE AND U.S. DEPARTMENT OF AGRICULTURE This Memorandum of Understanding (MOU) sets the terms of an agreement between the U.S. Department of State, Office of Medial Services (M/MED), and the U.S. Department of Agriculture (USDA) for participation of USDA in the Department of State medical program for Civil Service employees serving abroad on temporary duty. The USDA agency responsible for the administration of this agreement is the Foreign Agricultural Service (FAS) and the responsible Department of State office is M/MED. It is agreed by this Memorandum of Understanding that: 1. USDA employees on travel or temporary duty abroad may utilize the facilities of Department of State, M/MED, and be eligible for medical benefits as set forth in section 904 of the Foreign Service Act of 1980 and the Foreign Affairs Manual (3-FAM-680). 2. M/MED will make available their services for in-service physical examinations, medical clearance actions, and medical records maintenance for employees who will be abroad for sixty (60) consecutive days or more. 3. M/MED will provide medical treatment and hospitalization, coordination of medical evacuations, and services of overseas health units, nurses, and regional medical officers for all overseas `ravelers. 4. M/MED billing for services will include the USDA employee's name, social security number, permanent duty station, and individual amount for services rendered. Also included will be the employee's agency and the date on which services were provided. 5. USDA agrees to furnish to M/MED a listing of each agency's appropriation and accounting classification to be charged directly for costs incurred at overseas posts for payments made to vendors who render medical services. For costs incurred by M/MED in the U.S. (physical examinations and other in-house services), M/MED will forward the billing to FAS for review and payment on a monthly or quarterly basis. 6. FAS, will on a fiscal year basis, provide to M/MED the estimate of the number of employees who will be on temporary duty, (TDY) overseas during the fiscal year, the number of TDY employees who will be overseas for sixty consecutive days or more, and the name of the FAS liaison person representing USDA/FAS. 7.
