4G48.101 General.

4G48.101-70 Reports to Office of Management and Budget (OMB).
 In accordance with OMB Circular A-131, agencies are required to 
report annually to OMB cost savings from value engineering. 
Contracting Officers shall report any cost savings achieved from 
value engineering change proposals (VECP) through channels to the 
Washington Office, Acquisition Management Staff, by November 15 
of each year.  List the projects by title and show the net life-
cycle cost savings and quality improvements achieved through 
application of the VECP and attach a copy of the contract 
modification.
