This part implements the requirements of AGAR Subpart 419 into the Forest Service acquisition program.   4G19.000-70 Comparison of Small Business Programs. (Exhibit 19-1).   Subpart 4G19.2--Policies 4G19.201 General policy. 4G19.201-70 Office of Small and Disadvantaged Business Utilization (OSDBU). Responsibility for administering the Department's procurement preference program specified in AGAR Part 419 is delegated as follows:     1. Washington Office - Director of Acquisition Management, Washington Office.     2. Regions and Stations - Regional Foresters and Station Directors. This responsibility may be redelegated to Forest Supervisors.   4G19.201-71 Small business coordinators. Regional Foresters, Station Directors and Deputy Chief, Business Operations, Washington Office have the responsibility to:     1. Designate small business coordinators at each contracting office on the basis of the following criteria: Experience - Must have a minimum of 1 year experience as a GS-1102 contracting officer. Location - Must be located at the contracting office. Workload - Must have sufficient time available to devote to the task (AGAR 419.201-71).     2. Assign duties and responsibilities specified in AGAR 419.201-71.     3. Submit the name, title, office address, and telephone number of designated coordinators to the Washington Office.     4. Establish the internal operating procedure prescribed in AGAR 419.201-71(i).   4G19.201-72 Annual Preference Program Goals and Annual Procurement Forecast Requirements.     (a) Regional Foresters, Station Directors, and Director of Acquisition Management, Washington Office have the responsibility to establish fiscal year procurement preference program goals required in Departmental Regulation 5090-2, Annual Preference Program Goals, as part of their annual procurement work plan. Report these goals to the Washington Office, Director of Acquisition Management by July 30. (b) Regional Foresters and Station Directors have the responsibility to submit to the Washington Office, Director of Acquisition Management by July 30 an annual procurement forecast as required by Departmental Regulation 5090-3.
