See Appendix A, Acquisition Information Available Electronically annotated by FAR reference for the World Wide Web (www, Internet) URL addresses.   Subpart 4G08.4--Ordering from Federal Supply Schedules 4G08.404  Using schedules. (a) All GSA single and multiple award schedules are being converted to nonmandatory (optional use) schedules. (b) Notwithstanding FAR 8.404(b)(3) and (5), FAR provisions anticipate agencies to review vendors' federal supply schedules-- in effect, their catalogs--and then place orders directly with schedule contractors that provide the equipment and supplies that represent the best value and meet the agency's needs at the lowest overall cost without obtaining quotations or further competition (FAR 8.404(b)(2)). (c) In cases where price reductions should be requested (FAR 8.404(b)(3) and (5)): (1) Review vendors federal supply schedules initially to determine which schedule contractor(s) can provide items that meet the agency's needs and then request price reductions from those appearing to provide the best value, considering price and other factors (Comptroller General Decision B-278298, dated January 14, 1998, Midmark Corporation), or; (2) Shift some of the responsibility for selecting the appropriate items from schedule offerings to the vendors, by issuing request for quotations (RFQ's). Detailed evaluation criteria need not be identified for selecting the item/vendor in an RFQ. However, if a technical evaluation is to be conducted, the RFQ must indicate, at a minimum, the basis on which the selection is to be made, including whether the low-cost technically acceptable quotation will be selected, or consideration will be given for paying a higher price for superior technical features (that is, whether a cost/technical trade-off will be performed) (Comptroller General Decision B-278343; B-278343.2, dated January 20, 1998, COMARK Federal Systems). (d) Establishing BPA's with Federal Supply Schedule Vendors. BPA's may be established with Federal Supply Schedule contractors in accordance with FAR 8.404(b)(4). Agencies are not required to conduct a competition before establishing BPA's; however, if a competition is conducted and a protest to the GAO is lodged, the GAO will review the agency's actions to ensure that the evaluation was reasonable and consistent with the terms of the competition (Comptroller General Decision B-280013.2, dated August 6, 1998, Information Systems Technology Corporation). (e) In accordance with FAR 8.402, special ordering procedures are established by GSA for services that are priced on Schedule at hourly rates. These procedures are outlined in the Federal Supply Schedules. Also, ordering procedures for services are posted on the Federal Supply Service internet home page. (See FAR 8.401(c) for the URL address).   4G08.470 Forest fire fighting equipment and supplies. (a) Fire Cooperators' access to the Federal Supply Service. (1) The Federal Supply Service furnishes fire control equipment and supplies to State Forestry Departments, County Fire Associations, and other organizations that are working under written cooperative forest fire fighting agreements with the Forest Service. Regional Foresters or Area Directors shall request a FEDSTRIP activity address code for such organizations. The request shall be in writing and shall contain the address(es) to which mail, freight, and billings are to be directed. Address changes shall also be submitted in writing by the Regional Forester or Area Director as well as deletions upon termination of the cooperative fire fighting agreements. (2) Regional Foresters or Area Directors have the responsibility for ensuring that forest fire fighting equipment and supplies obtained from GSA by State Forestry Departments, County Fire Associations, and other organizations, conform with cooperative forest fire fighting agreements and that such equipment and supplies are properly used. (b) Federal Supply Schedule contractors offer a variety of fire fighting equipment and supplies. See FSM 5160 for fire fighting equipment standards and specifications.   Subpart 4G08.7--Acquisition from Nonprofit Agencies Employing People Who Are Blind or Severely Handicapped 4G08.705 Procedures.
