Wildland fire agencies do not have any special acquisition authorities for establishing emergency incident contracts. Cite the general unusual and compelling urgency authority when an emergency situation warrants the use of this exception to full and open competition. Unusual and compelling urgency authority is generally not appropriate for prescribed fire contracts. Establish indefinite- delivery, indefinite quantity (IDIQ), multiple award contracts in accordance with FAR Part 16.5 for meeting prescribed fire needs to the maximum extent practicable.
