As used throughout this regulation, the following words and terms are used as defined in this subpart unless the context in which they are used clearly require a different meaning, or a different definition is prescribed for a particular part or portion of a part. Subpart 4G02.1--Definitions 4G02.101 Definitions. "Chief of the Contracting Office" means the Director of Acquisition Management or equivalent at Regional Offices and Assistant Director for Operations, Acquisition Management, Washington Office, for Stations, Forest Products Laboratory, Washington Office, and Geometronic Service and Technology Center. "Contracting Officer's Representative" means an authorized representative of the contracting officer acting within the limits of authority as delegated by the contracting officer. "Equivalent," when used to refer to the Director of Acquisition Management, means any position that is responsible for the management and direction of procurement and property matters at the Regional Office level. This position must be approximately equivalent to a "Director" and have direct access to (or directly report to) a Deputy Director or Regional Forester in the Regional Office. "Head of Contracting Activity" (HCA) is the Chief of the Forest Service and the Chief's designee, the Director of Acquisition Management, Washington Office. The HCA designee has full authority to carry out the functions of the HCA. All matters requiring HCA action shall be submitted through chain of command to the Director of Acquisition Management, Washington Office. "Level above the contracting officer" means a supervisory contracting officer. If the contracting officer is the highest level contract specialist or purchasing agent on the unit, this term means the acquisition warranted employee in charge of the procurement function at the next higher organizational level within the acquisition organizational levels of authority. "Level higher than the Contracting Officer" is the same as "level above the Contracting Officer."
