Department Personnel Manual See DPM posting instructions Digest: All issuances in the obsolete Federal Personnel Manual (FPM) and the Service-wide Forest Service Personnel Manual (FSPM) are removed from FSH 6109.41, and the title of the Handbook is revised to Department Personnel Manual (FSH 6109.41 - DPM). FSM 6103 states that servicing personnel units should maintain abolished FPM/DPM/FSPM issuances in separate reference files until that direction is superseded by current OPM regulations or issuances, DPM, or Forest Service direction. The U.S. Office of Personnel Management (OPM) issued the FPM Sunset Document on December 31, 1993, abolishing over 85 percent of the FPM. At the end of 1994, OPM abolished the rest of the FPM. To provide the additional guidance needed to implement personnel laws and regulations (FSM 6101), OPM now issues continuing instructions, policy, and other supplemental personnel direction applicable Government-wide in (1) the Notice and Posting System, which transmits essential and time sensitive information to operating personnel offices, (2) Operating Manuals, which contain procedures and guidance applicable to all Federal agencies, and (3) other OPM references. FSM 6106 contains further information on the organization, availability, and distribution of these OPM issuances. The Department of Agriculture streamlined and eliminated much of the DPM in 1994. Periodically the Department issues bulletins to chapter 171 containing a currency listing of DPM issuances. The following DPM posting instructions are based on the most recent such DPM bulletin (171-2; effective Sept. 9, 1996; expired Dec. 31, 1996). Posting Instructions: Before discarding obsolete issuances removed from FSH 6109.41, unit directive personnel should offer them to unit servicing personnel offices for possible inclusion in reference files. 1. Removal of Federal Personnel Manual (FPM) issuances. Remove all FPM issuances from FSH 6109.41. 2. Removal of Service-wide Forest Service Personnel Manual (FSPM) issuances.
