FSH 6109.15 - POSITION CLASSIFICATION HANDBOOK WO AMENDMENT 6109.15-93-2 EFFECTIVE 9/7/93 ZERO CODE This Handbook is provided to assist supervisors, employees, and personnel specialists in accomplishing their responsibilities in position classification. It includes methods used in the classification process, including classification of scientist positions; shows how to write position descriptions; and provides examples of proper position description formats. It also includes procedures for correcting and/or amending position descriptions, in lieu of a complete redescription, and for establishing additional-identical positions. Chapter 40 contains instructions for use of the electronic Standard Position Description - Information Center Service to obtain the standard position descriptions that have been approved for use Service- wide. 01 - AUTHORITY. (FSM 6151.01.) 03 - POLICY. (FSM 6151.03). Each position that management establishes or changes must be described in writing, certified as accurate by the work supervisor, and classified, before an employee can fill it. Use a standard position description when it describes the principal duties, knowledge requirements, and supervisory relationships of the position and when it covers 80 percent or more of the work situation. The supervisor must determine that no appropriate standard position description already exists before developing an individualized position description. Trainee and cooperative education employees must be assigned to standard position descriptions when there is a standard position description established (for example, GS-460-5 or GS-460-7). Obtain standard position descriptions approved for Service-wide use from the electronic Standard Position Description (SPD) - Information Center Service. Procedures for accessing and retrieving position descriptions are in chapter 40. 04 - RESPONSIBILITY. 1. Work Supervisor. Responsibilities of the work supervisor are to: a. Make job assignments, inform each subordinate employee of duties and responsibilities, and provide each employee with a copy of the position description. b. Certify accuracy of the position description for each subordinate. c. Inform each employee of the general basis of classification, availability of classification standards, and employee's appeal rights. d. Promptly request position classification action when a subordinate's position changes substantially in duties or responsibilities. e. At least annually, review subordinates' positions to ensure that position descriptions are current and accurate, and initiate required corrective actions. 2. Employee. Each employee is responsible for bringing to the attention of the supervisor or servicing personnel office any significant differences between the position description and actual work being performed.
