This Handbook provides direction on wildland fire prevention and 
communication programs, the Smokey Bear program, fire planning, 
education, enforcement, and engineering efforts.  For related 
direction, see FSM 5110.

02 - OBJECTIVE.  (FSM 5110.2).  To reduce the number of human-
caused wildland fires and to increase understanding about the 
role of fire in resource management by implementing effective and 
efficient wildland fire prevention programs.

03 - POLICY.  (Ch. 10 and FSM 5110.3).  Develop and implement 
efficient, effective wildland fire prevention programs that 
include two levels of activities (as set out in sec. 12) to link 
forest fire management plans and fire prevention assessments 
(ch. 10).
