5109.14,30 Page 1 of 3 FSH 5109.14 - INDIVIDUAL FIRE REPORT HANDBOOK, FORM FS-5100-29 WO AMENDMENT 5109.14-95-1 EFFECTIVE 9/5/95 CHAPTER 30 - FIRE INFORMATION REPORTING SYSTEMS 31 - SYSTEMS OVERVIEW. 31.1 - Purpose of Individual Fire Report for Data Base FS-5100- IFR. The Individual Fire Report, Form FS-5100-29, provides timely statistical data and information for both administrative purposes and managers to use in making land and resource management decisions. The report is a record of fire occurrence, related fire behavior conditions, and the suppression actions taken by management. It is a building block for the historical data base (FS-5100-IFR) from which other reports can be derived and analyses done. Data collected from the fire report enable the manager to monitor program performance and plan the most cost-effective fire management organization. 31.2 - Fire Statistics (FIRESTAT) System. The reporting process uses direct electronic data entry at local offices and provides data base storage so users at all organizational levels can easily retrieve information. 31.21 - District and Forest. District or forest personnel enter data at the Ranger District or Supervisor's Office via the FIRESTAT data entry system. Use the paper copy of Form FS-5100- 29, Individual Fire Report, as a data entry worksheet and for local paper files. Forest personnel check the data and submit a batch of fire reports to a local edit processor. Fire reports that have no detectable errors are formatted and sent to the Kansas City Computer Center (KC) for loading into the fire occurrence data base. A report shows which fire reports are accepted and which fire reports are rejected. Fire reports that fail the local edit or the Kansas City edit must be corrected and resubmitted. Forests must ensure that data on all fires for a calendar year are loaded within time standards (sec. 06). 31.22 - Region. Regional personnel shall periodically check the data base to determine if any fires have not be reported to the fire occurrence data base. Various software tools are available for analysis and error identification. Contact national systems support personnel for specific report generation instructions. 31.23 - National. The Washington Office, Fire and Aviation Management Staff, maintains the fire reports in a data base that allows access by all organizational levels that need the data. Standard reports can be produced, as well as timely responses to queries for both current and historic information. 31.3 - National Interagency Fire Management Integrated Data Base (NIFMID). The National Interagency Fire Management Integrated Data Base (NIFMID) contains data on fire from 1970 to the present, including fires from the current calendar year. NIFMID replaced the Regional and national FIRESTAT data bases. 32 - FIRESTAT SYSTEM OPERATIONS. Specific operational instructions for local operations with FIRESTAT are in the FIRESTAT user documentation distributed with the current version of FIRESTAT. National support is available to resolve problems and handle special situations. 32.1 - Preparation. Two roles, which can be done by one or more persons, are necessary for proper FIRESTAT operations. 1. Data Entry. The fire reports can be entered by personnel at district, forest, or other sites who have: a. A valid ID on the local system; and b. Read/write privileges in the staff area where the FIRESTAT operations drawer is installed. 2. Data Submission. Data submission to Kansas City requires a valid ID on the local system, and a KC-WIMS logon ID and account. 32.2 - Data Base Entry/Edit Process. 1. Individual fire reports are entered into FIRESTAT. Some data ranges are checked but interactions between fields (such as ignition and discovery date) are not checked. 2. When reports on one or more fires are ready for submission to Kansas City (KC), an edit program checks each fire report. Fire reports with detected errors are held at the local site for correction. An error list is generated to help in the correction process. Fire reports that pass the edit program are batched together and automatically sent to Kansas City for loading into the data base. Accepted fire reports are also added to the local year file for local reporting and analysis. 3. The Kansas City loader program adds the sorted, edited data file to the fire occurrence data base. Fire reports that have a valid discovery date, region, forest, and fire number are added to the data base even if other errors are found. Fields with errors have the null value loaded in place of invalid data; the submitter receives error messages on problems. Fire reports must be corrected by submitting the report or using other update procedures. As additional fire report data are collected, they are added to the data base. Once a fire report is loaded in the data base, it can be corrected or modified by entry of a replacement record or through contact with support personnel. 4. Various reports can be run to help ensure that all fire reports that should be in the data base are loaded, and that the reports are correct. 32.3 - FIRESTAT Reports. Local reports can be developed to summarize data from the local data base. Recent versions of FIRESTAT include several reports. Units are encouraged to use the reports provided, and to develop reports for their own needs. Instructions for the standardized reports are described in the software release notice. 33 - LOCAL DATA BASES. Use of local data bases for analysis and planning purposes allows local managers wide flexibility. Local managers must ensure that these data bases produce the same answer as reports against the national data base for numbers of fires, acres burned, and related data. If local analysis shows that data in the national data base is incomplete or inaccurate, local unit managers shall work with Regional and national support personnel to correct the national data base (sec. 04). 34 - NIFMID SYSTEM OPERATIONS. The National Interagency Fire Management Integrated Data Base (NIFMID) stores fire occurrence and weather information on a large mainframe computer. The fire occurrence portion of NIFMID replaced the Regional and national FIRESTAT data bases. This change allows more flexibility for analysis and future needs. Fire occurrence data from 1970 to the present are available from NIFMID. Detailed operational instructions are available from the Washington Office, Fire and Aviation Management Staff.
