02 - OBJECTIVE.  This handbook provides instructions for 
reporting the accomplishments of State and Private Forestry 
programs.  Such reporting provides information used in:

    1.  Reports concerning grants-in-aid to States that compare 
State performance with the goals set in grant agreements.

    2.  Reports to Congress on the accomplishments that have 
resulted from the expenditure of appropriated funds.

    3.  Responses to congressional requests.

    4.  Program reviews and evaluations.

    5.  The Department of Agriculture's review of Forest Service 
activities.

    6.  Assessment of State and Private Forestry's compliance 
with Title VI of the Civil Rights Act of 1964.
